Job description

An experienced Principal Resident Engineer is required to work on a long-term contract basis in the Aberdeen area. This position is full-time (40 hours per week) and deemed inside IR35. Highways and construction experience is essential.
 
Job Purpose
 
To undertake and manage contract supervision of major roads projects site works, ensuring works are delivered on time, are value for money and to the specified quality.
 
 
Outcomes
 
·Act as Engineer's Representative on site under extensive delegated authority from the Engineer;
 
·Carry out project management/contract administration of road projects
 
·Monitor the contractors' work and ensure they comply with their contractual obligations;
 
·Manage quality processes
 
·Monitor contractor's construction work and require remedial works to be carried out as necessary;
 
·Monitor contract progress and require remedial action to be carried out as necessary
 
·Carry out assessments and negotiations with regard to contractual claims submitted by contractors and consultants;
 
·Monitor expenditure on road construction projects;
 
·Carry out roads authority responsibilities relevant to the site team's work;
 
·Consult with the public, land owners, businesses and elected members;
 
·Prepare reports;
 
·Manage and mentor site team of Engineers and Inspectors;
 
·Manage site team including performance, attendance and discipline; and
 
·Assist with guiding and reviewing the professional development of site team members.

·Management of quality processes;
 
·Management of/ working collaboratively with Statutory Undertakers to deliver necessary works (diversion/ protection) NRSWA;
 
·Good people management skills and ability to work within a multi-disciplinary/ organisational team environment ;
 
·Deliver projects and evaluate design solutions;
 
·Use oral and written methods effectively for the communication of technical and other information to professionals, elected members and the public;
 
·Think independently and use innovation to solve problems;
 
·Select techniques, procedures and methods to undertake engineering tasks;
 
·Design and develop engineering solutions;
 
·Identifying, organising and using resources effectively to complete tasks;
 
·Developing project programmes and effectively manage tasks & resources to deliver outcomes on time;
 
·Manage and apply safe systems of work;
 
·Working on own initiative and as part of a team;
 
·Using computer systems and programmes.
 
 
Understanding
 
·All aspects of roads/ highway works contract supervision under ICC/ ICE re-measurable terms of contract(Method of Measurement for Highway Works);
 
·All aspects the Manual of Contract Documents for Highway Works;
 
·Engineering contract documentation, administration, application and law;
 
·Contractual claims negotiation;
 
·Contractual disputes and resolution;
 
·Producing estimates and checking valuations;
 
·Works and services procurement;
 
·Project Management and Governance;
 
·Design and site safety;
 
·Highway design and construction;
 
·Traffic engineering;
 
·Soft and hard landscaping implementation;
 
·Roads, Traffic, Transportation, Environmental, Planning & Building related legislation, procedures, advice and best practice;
 
·Land/topographical surveying/ setting out.
 
 
Other requirements
 
·Proven record at management level of delivering works contracts;
 
·Extensive relevant civil engineering and works contract management experience;
 
·Work outside in all weathers when required;
 
·Work at height, in confined spaces and in/ near watercourses;
 
·Work outwith normal working hours when required;
 
·The secondee needs to hold as a minimum: Chartered Engineer or Incorporated Engineer status or equivalent.
