NRSWA Inspector / Officer


The post will report directly to the Principal Officer, but will benefit from a centrally based professional lead who will offer guidance on technical, legal, and NRSWA specific matters whilst ensuring a county-wide consistency of approach in partnership with the Principal Officer's.

Key work areas and duties:
·Oversight of a specific geographical area, to be first point of contact for all highways related issues, both in the urban / metalled surface and rural / soft surface contexts.
·To assist with first level inspections for all highways related issues
·Inspect and supervise Statutory Undertakers and other works, including the re-instatement of the public highway in accordance with the New Roads and Street Works Act 1991 (NRSWA) so as to maintain the structural integrity of the highway asset.
·To source, prepare and present evidence for court proceedings, inspection charges and negotiating follow-up invoices and disputes, and ensure appropriate invoices are raised to recover costs.
·Have responsibility for negotiating penalty, defect and fixed penalty notice charges and negotiating follow-up invoices and disputes, and ensure appropriate invoices are raised so as to recover costs.
·Assist with the co-ordination of events and works in the public highway.
·To authorise and record in the Streetworks register the extension, early starts and challenges to work durations for all works in the highway and the associated notices and approve temporary signal applications.
·Investigate and take action on public complaints or enquiries relating activities on the highway by Statutory Undertakers and others.
·Liaise with stakeholders, members of the public, local representatives, Council staff, adjacent authorities, bus operators and emergency services on matters related to Traffic Management Act and NRSWA. Assist in operating and maintaining the computer systems relating to NRSWA and Traffic Management Act.
·To assist in the management of the network in times of emergency, or other need, as directed by the Technical Lead.
