Highways / Street works Inspector

Due to a recent restructure Carrington West are currently helping an Essex Council with their search for a Highways / Street works Inspector.
As the Highways / Street works Inspector you will inspect highways to ensure that they are safe for public use and ensure that the appropriate action is taken in respect to any defects identified. You will also inspect and check highway excavations by others (principally Statutory Undertakers), in accordance with the New Roads and Streets Works Act 1991, Highways Act 1980 and any other statute.

What your responsibilities will be:

·To undertake highway condition safety inspections, identifying defects in accordance with stated guidelines and organising appropriate remedial works, recording information collected and action taken.
 
·To make an experienced, subjective assessment of the condition of each street for input into the assessment system for planned reconstruction works.
 
·To identify defects in any street furniture and road markings and to inform the appropriate person or organisation for further action.
 
·To inspect Statutory Undertakers' works in accordance with the provisions of the New Roads and Street Act 1991, the Highways Act 1980, and other statute. To initiate and serve defect notices as required and to justify and argue for remedial works for those responsible for the defect.
 
·To maintain all necessary records in relation to the New Roads and Streets Act 1991, and any subsequent amendments.
 
·To receive emergency complaints from the public, Members and Senior Officers regarding defects in the highway. To investigate those complaints and working within guidelines to instigate remedial works, if appropriate and to inform and explain to the complainant action taken, (if any).
 
·To inspect as required, those sites for which Road Opening Licenses or scaffolding or skip permits have been issued.
 
·To assist the Highway Claims  Officer in responding to those claims which result from alleged defects in the highway, including the provision of written and verbal evidence for court proceedings and appearance in person, if required.
 
·To utilise computer programs and associated computer hardware and to assist in the development and integration of such computing support tools into the highway inspection regime.
 
·To undertake any other duties appropriate to the post.
 
·To effectively contribute to an operational rota to ensure the appropriate cover arrangements are in place until the out of hours team take over
 
·To attend court and act as witness as and when required.
 
·To deal with Customer and third party reports in a timely and efficient manner
 
·To report any issues not relating to Highways through to MySouthend to enable the correct service area to take the appropriate action.
 
To be successful you will have:
 
·Good knowledge of relevant Highways related legislation including and not restricted to:
·New Roads & Street Works Act 1994
·Traffic Management Act 2004
·Safety at Street Works and Road Works Code of Practice
·Highways Act 1980
·Demonstrate a knowledge of the safety implications of working on the highway and be able to identify with the requirements of Chapter 8 of the Traffic Signs Manual
·Demonstrate an ability to identify and describe a defect in the highways surface that may become a source of danger to public and which requires repair
·Demonstrate an ability to complete forms in a legible manner describing highways defects and be willing to use computerised systems for data capture and management
