South-Wales
Rate Negotiable - Dependant upon experience
2.5 month Contract, Full-Time hours (37)
 
You will be mainly working from home, with the exception of site visits. The office location can be discussed upon application to the role.
 
The role of the post holder will be to investigate complaints of unauthorised development which are reported by members of the public, Councillors and staff within the Service Area, and to investigate development sites during construction to ensure compliance with approved plans and relevant planning conditions. The complexity of enforcement investigations to be processed and level of supervision given will be related to the post holder's qualifications and experience.
 
Key Results Areas
 
1.Assisting in all matters relating to the Development Management service, which is the primary role, to include collection, recording, compilation and analysis of information on applications, appeals or enforcement and the validation of all applications received.
2.Monitor construction sites and other developments to ensure development is carried out in accordance with approved plans and to ensure the discharge of and compliance with relevant planning conditions.
3.To be responsible for a personal caseload (Circa 80) of planning and related applications to include negotiation with applicants, site appraisals, investigations and the preparation of reports and recommendations.
4.To be responsible for a personal caseload of alleged breaches of planning control, planning and related applications to include negotiation with applicants, site appraisals, investigations and the preparation of reports and recommendations, working closely with the Senior Planning Enforcement Officers to ensure that complaints of unauthorised development are dealt with effectively and efficiently.
5.To prepare Written Representation appeal statements, to assist in the preparation of appeal statements for Hearings and Public Inquiries, and to represent the Council at basic appeal Hearings.  To carry out the associated administration of the appeal including notification letters, completing the Council's appeal questionnaire, arranging dates and venues for appeal hearings, submitting appeal statements within the required statutory deadlines and notifying Ward Councillors and colleagues of appeal decisions.To carry out routine checks of plans submitted for Building Regulations approval to check whether or not planning permission is required or to compare the plans with those approved under the relevant planning application, where applicable.
6.To provide pre-application advice for minor and householder development, including, where appropriate, recording time spent providing the advice, issuing invoices and collecting payment for that service.
7.To draft, serve and monitor compliance with Enforcement, Breach of Condition, Stop, Section 215, Planning Contravention and similar Notices for minor breaches of planning control and to assist in the collation of evidence to pursue Court proceedings
8.To assist in the preparation of proofs of evidence and enforcement case work and associated reports and legal notices as required.  To represent the Council, giving evidence at Magistrate's Court for prosecutions against minor breaches of planning control as required.
9.To provide Development Management input into the preparation of planning briefs, local area studies, area-wide development frameworks, planning policies and standards, statutory and non-statutory plans, planning projects (formulation and implementation).
10.To mentor less experienced planning officers.
11.Deal efficiently and courteously with enquiries from clients and customers, whether by letter, email, telephone call or personal call.
12.Work with, and assist as required, colleagues in the Development Services section in the performance of their service function.
13.Take reasonable care of own and others' safety; to co-operate with managers/supervisors in complying with statutory health & safety duties; to report incidents, accidents, faults etc.
