Job description

Carrington West are recruiting for an experienced Planning Enforcement Officer to manage and coordinate the investigation and, as appropriate, the enforcement of alleged breaches of planning control on Gypsy and Traveller sites.

Main responsibilities:

  • Accurately record and respond to service requests in relation to alleged breaches of planning control on Gypsy and Traveller sites, ensuring databases and records are maintained accurately and cases are regularly reviewed for action.
  • Act as first point of contact for members of the public, Members, colleagues and partners in relation to alleged breaches of planning control on Gypsy and Traveller encampments
  • Undertake routine intelligence led monitoring of all Gypsy and Traveller sites, providing a visible and proactive presence on Gypsy and Traveller sites
  • Actively engage with the Gypsy and Traveller community to prevent and/or provide early intervention on planning breaches to mitigate the need for formal enforcement action
  • Investigate alleged breaches of planning control on Gypsy and Traveller sites within time restraints as set out in the Councils Planning Enforcement Policy.
  • Provide specialist advice, guidance, and where necessary written responses, on Gypsy and Traveller planning enforcement issues to members of the public, business communities, partners (internal and external), Members of Parliament, and Members as required.
  • Liaise with Communications to ensure the public, Members and colleagues are kept informed of progress on the Councils management of planning breaches on Gypsy and Traveller sites.
  • As required and appropriate, attend multi-agency meetings to provide support, information and advice on planning and enforcement issues on Gypsy and Traveller sites.


In order to successfully deliver the responsibilities of the role, you will need to have a NVQ Level 5 in a relevant subject or equivalent experience and evidence of continuous professional development. Eligibility for membership of Royal Town Planning Institute's National Association for Planning Enforcement (NAPE) would be desirable but isn't essential.
