Job description
We're recruiting an experienced and detail-oriented Leasehold and Service Charge Officer. This is an excellent opportunity for a motivated professional to play a key role in ensuring accurate service charge management, transparent leasehold communication, and robust income recovery.
You'll be responsible for the full end-to-end process - from budget setting and billing to reconciliation and statutory consultation - helping deliver a high-quality, compliant, and customer-focused leasehold service.
The Role
·Accurately calculate, validate, and issue service charges and major works invoices in line with legislation and policy requirements.
·Lead on the annual service charge budget-setting process, working collaboratively with finance, operations, and property teams.
·Maintain accurate leasehold and service charge accounts, ensuring strong audit trails and full financial compliance.
·Prepare and issue statutory Section 20 consultation notices under the Landlord and Tenant Act 1985.
·Reconcile service charge and leasehold accounts across housing and finance systems, ensuring all adjustments are recorded accurately.
·Provide clear, professional advice and guidance to leaseholders, residents, and colleagues on all aspects of service charges and leasehold management.
·Review and monitor expenditure against budgets, producing reports and analysis to support financial transparency and decision-making.
·Support income recovery by liaising with finance and debt recovery teams to address arrears promptly.
·Contribute to service improvement initiatives, identifying opportunities to streamline processes and improve billing accuracy.
·Assist with audits, compliance reviews, and the development of policies and procedures to maintain best practice across the leasehold service.
Key Requirements
·Minimum of 2 years' experience in a similar role within a local authority or housing association, working in leasehold, service charge, or rents management.
·In-depth knowledge of housing and leasehold legislation, particularly the Landlord and Tenant Act 1985 and Section 20 consultation processes.
·Strong financial and analytical skills, with proven experience in preparing, managing, and reconciling service charge budgets.
·Excellent communication skills - able to explain complex financial and legal information clearly to residents and colleagues.
·Strong IT proficiency, particularly in Microsoft Excel and housing or finance systems such as Northgate, Orchard, Civica, or Capita.
·Experience managing leaseholder enquiries and disputes with professionalism and accuracy.
·A proactive, organised, and detail-focused approach with the ability to prioritise competing workloads.
·CIH Level 4 qualification or equivalent professional experience; CIH Level 5 or Service Charge Accounting qualification desirable.
