Highways Development Control Engineer
 
We are currently assisting a busy borough council with their search for an experienced highway engineer to specialise in S38 and S278 technical audits to support the busy in-house engineering team.
 
You will need to negotiate with developers and their professional advisers to ensure that roads are designed to the appropriate requirements, and that the full implications of traffic and highway problems created by developments are resolved by the developer through agreements under S278 and S38 of the Highways Act 1980.
 
To be successful you will have:

·Significant experience in the preparation of technical audit comments for S38 projects.
·Significant experience in highway engineering, particularly local roads and housing estate roads;
·Excellent understanding of Manual for Streets, DMRB, other national standards, best practice guidance, local standards etc.;
·Excellent understanding of the CDM regulations and their relevance to highway design and checking;
·Proficiency in the checking of highway designs including layouts, materials, highway drainage, construction details and the like;
·A good understanding of S38 and S278 agreements;
·That checks are carried out comprehensively and accurately, and comments, reports and other documents are prepared in a timely manner and to a consistently high standard;
·Ability to work to challenging and changing deadlines and workloads;
·Ability to work in a commercial and customer focussed way which achieves programmes, meets performance targets, generates and income for the engineering team and meets the council's corporate objectives.
