Job description

An exciting opportunity has arisen for an experienced Highway Design Manager to come and join a busy client in Leicestershire.

The role:

Managing an inhouse team of 40 staff, delivering engineering services and supported by a framework of external Consultants and Commercial Managers.

Responsible for the design and delivery of both Capital and revenue expenditure to the value of approximately £150 million which includes major transport and highway infrastructure funded by DfT, developer contributions, LLEP and HIF

The Engineering Services (ES) team provide professional services as an internal highways consultancy service and are commissioned as part of maintenance or improvement funded programmes or the development control process.

Commissions are received from other internal council departments or via external clients to design and manage the construction of both minor and major highways and transport projects. These can be related to maintenance, improvement or the construction of new highways assets and infrastructure.

As part of the council's statutory function under development control, ES are commissioned to carry out the technical functions of a highway authority which includes the provision of highway authority comments to planning applications and technical approvals of third party highways and transportation schemes.


Who am I looking for:

  • Team Manager with over 20 years' experience working for a similar sized authority reporting to Head of Service
  • Degree in Civil Engineering with a management qualification.
  • You will act as professional lead for the service, ensuring that staff provide a high quality and effective service
  • You will have a track record in delivering outstanding services, right first time projects and organisational change in complex organisations
  • 2 days in the office, rest hybrid working - would consider 4 days a week only rather than 5 days.
  • Contract starting asap until March 2023
