Job description

We're recruiting a highly skilled and forward-thinking Head of Delivery to lead transformation and continuous improvement across a major Housing Service. This is a pivotal leadership role, driving strategic change, modernisation, and efficiency across multiple workstreams including compliance, service improvement, digital transformation, and Housing Revenue Account (HRA) reform.

You'll be joining at a critical point in the service's improvement journey - working alongside senior leaders to deliver sustainable change, improve performance, and ensure residents remain at the heart of everything we do.

The Role
· Lead the delivery and oversight of a coordinated portfolio of programmes and projects designed to strengthen service delivery, performance, and resident outcomes.
· Drive continuous improvement across Housing, embedding agile project and programme delivery methods and developing multi-disciplinary delivery teams.
· Work in partnership with the Assistant Director for Housing Improvement & Governance to shape and deliver a 10-year transformation plan.
· Oversee key operational priorities such as HRA budget management, service charge reviews, and long-term strategic planning.
· Lead on the implementation of business change initiatives, system upgrades, and service redesign, ensuring delivery is evidence-led and resident-focused.
· Ensure compliance with the Social Housing Act, consumer standards, and other relevant legislation while promoting innovation and efficiency.
· Engage, influence, and collaborate with senior stakeholders, residents, and partners to ensure alignment, buy-in, and delivery of strategic objectives.
· Develop and monitor a comprehensive set of performance indicators, budgets, and improvement targets, ensuring progress is effectively tracked and reported.
· Promote a culture of continuous learning, collaboration, and resident engagement across the Housing Service.
· Act as a head of practice for project and programme management, embedding best practice and driving excellence in delivery standards.

Key Requirements
· Educated to degree level or with equivalent professional experience.
· Proven track record in delivering large-scale, complex projects and programmes in housing or local government.
· Strong understanding of project management methodologies (e.g. PRINCE2, MSP, APM) and evidence of applying these to drive measurable outcomes.
· Deep knowledge of the social housing environment, public sector governance, and local government policy context.
· Significant experience in leading multi-disciplinary teams and influencing senior leaders within politically sensitive environments.
· Strong leadership and stakeholder management skills, with the ability to build trust, drive collaboration, and deliver through others.
· Strategic thinker with a practical approach - able to translate long-term vision into actionable delivery plans.
· Excellent written and verbal communication skills, with the ability to simplify complexity and communicate clearly to varied audiences.
· Demonstrated ability to use data, evidence, and resident feedback to inform decision-making and drive continuous improvement.
