Job description

Our client is looking for a TRO Officer to join their team in Kent. The post holder will lead on the design and the execution of Traffic Regulation Order (TRO) process; to lead on highway infrastructure projects within the Council's remit; the execution of processes relating to disabled persons parking bays, road closures, highway asset management and consultation on highways matters.
 
The post holder will provide guidance, direction, information and support to colleagues across the organisation when dealing with parking and transportation issues.  They will liaise and negotiate with different parties e.g. planning and highways authorities, residents' groups, councillors and politicians, developers and transport providers when assessing infrastructure requirements (access, car parking, bus stops, cycle parking, etc.) of new developments to support planning applications or to inform local authority development plans.
 
The post holder will co-ordinate activity where required to support relevant transportation projects or initiatives.  To provide the highest level of customer care as the first point on contact for teams dealing with all aspects for technical complex and contentious cases for parking.
 
Duties:
 
·To lead on the design, execution and delivery of TRO's affecting the Borough; including all site surveying, design and drafting of orders.
·To determine the Council's priorities for TRO's with Kent County Council's Parking and Enforcement Manager through the Parking Liaison Meeting, including carrying out site surveys, investigation and assessment of requests for parking controls.
·To draft and process Temporary Traffic Orders for road closures under the Town Police Clauses Act.
·To manage all aspects of the Consolidated Traffic Regulation Order, including maintenance of accurate restrictions records, liaison with partner organisations, auditing of all amendment orders and the carrying out of regular consolidations.
·To maintain knowledge of current parking and transport related legislations, policies, procedures and guidelines.  
·Actively promote effective and professional liaison with other authorities, public bodies, other council services and contractors.
·To provide performance and management information in the form of written reports to the team leader.
·To prepare reports for parking and transport related meetings such as Joint Transportation Board. Attend working groups and all other meetings as directed and relevant to the role and represent the council in a professional manner.
·To lead on public consultations relevant to the role, including the design and compilation of all consultation documents, maintaining consultee lists, collation and analysis of issues raised, written responses to correspondence received and the formulation of committee reports.
