Job description

What we need:
We are currently assisting our client, a busy local authority, to find an experienced Site Supervision Engineer to work on site a long term contract starting in December.  
 
What the job is for:
This job will be supervision of the delivery of engineering works on a high speed road in Hampshire. The work is expected to last 6 months with scope for extension beyond that.
 
What your responsibilities will be:
·Attend pre-start meeting with contractor, client, highway authority.
·Ensure the contractor complies with all pre-start requirements that are obligations of the authority. These include ensuring the Communications Plan and the Traffic Management Plan are prepared by the contractor and submitted to the local authority and ensuring the contractor books the road space, obtains any necessary TTROs to facilitate the works and sends out the pre-commencement notifications to nearby businesses and residents.
·Maintain a full-time presence on site to monitor:
·Adherence of the construction to the design
·Suitability of any contractor-proposed changes
·Quality of the works
·Progress of the works
·Health and safety (including traffic management)
·Keep records of site operations and provide the client and consultants with advice in evaluating claims for extra work or works not included within the contract.
·Keep detailed records of works carried out by statutory authorities to aid the client's reconciliation of utilities costs.
·Liaise with the designers to clarify design/specification issues raised by contractor and/or client.
·Liaise with the contractor, the local authority, the client and the other consultants to ensure that any site-specific issues that arise which have the potential to impact delivery of the project in accordance with the technically approved drawings, or in accordance with the approved programme, are identified, suitable alternative solutions explored, and measures implemented, in a timely manner, ultimately reducing the impact of any such issues.
·Impartially review and report on any concerns, possible changes, or unforeseen conditions identified by the local authority and make recommendations to rectify the same.
·Monitor all testing and results and liaise with the local authority and the contractor to ensure all required testing is carried out by the contractor.
·Act as the interface with the client team.
·Check compliance with the technically approved drawings and specifications.
·Liaise with the approving authorities to ensure construction remains compliant with their adoption requirements.
·Provide advice to the client in relation to the issue of instructions for variations to the approved works; monitor the works progress against the programme.  
 
What you will need to succeed:
 
·Experience and good understanding of Highways Engineering and designs
·Ability to demonstrate Highways engineering experience onsite.
·General knowledge of Engineering, Highways and transport policies and associated legislation
·Good written and verbal communication skills
·Able to work without close supervision
·Ability to keep good work records
·HNC or Degree in Civil Engineering
