Section 38 Engineer
 
An exciting opportunity has arisen for an experienced Section 38 Engineer to come and join my busy client on a contract basis in West Yorkshire.
 
 
The Main Duties Are:
 
·Responsible for the development, implementation and management of the Highways Act 1980 - Section 38 procedures with respect to the clients responsibility for new developments requiring the construction of new highway.
·Advise developers and other statutory bodies on highway law and practice using a detailed working knowledge of current highway legislation including Acts of Parliament, Statutory Instruments and Local By-laws and current design standards
·Formulate design solutions for specific S38 schemes and provide specialised input on S38 proposals. Co-ordinate the resources and requirements of other departments and bodies during the contract period.
·Negotiate with developers, architects and builders upon highway requirements of development proposals. Advise potential applicants of the highways implications of draft development proposals to encourage applications to be submitted in an acceptable manner.
·Responsibility for the day to day supervision of Site Inspectors engaged on S38 schemes to ensure compliance with relevant technical standards, so that work is co-ordinated and integrated across the area.
·Responsible for the actual expenditure on S38 Schemes at all stages in the process.
·Responsible for the checking, processing and recharging fees and bonds for S38 Agreements.  
·Responsible for the management process of the Advance Payment Code in accordance with the Highways Act 1980.
 
 
 
Essential skills, knowledge and experience required to fulfil the role include, but are not limited to:
·2 years in Highway Design, Highway Development Control, Traffic Management or related field.
·Knowledge of highways development control IT Systems.
