Job Description:
We are seeking a skilled and motivated Valuer to join our Estates and Valuation team within Property Services. This role is an exciting opportunity to work with the Council, providing professional valuation and estate management services.
Key Objectives of the Role:
As a Valuer, you will play a crucial part in managing a portfolio of over 200 commercial properties, as well as the Council's corporate and operational estate. Your responsibilities will include:
·Conducting commercial property valuations and management tasks such as new lettings, rent reviews, marketing, lease renewals, assignments, debt management, service charge management, repairs, and dilapidations.
·Managing and inspecting vacant properties.
·Negotiating terms for easements, wayleaves, and licenses concerning Council land.
·Handling acquisitions and disposals of land and buildings.
·Providing instructions to and liaising with contractors and consultants.
·Conducting asset valuations, insurance valuations, and valuations for compulsory purchase and planning compensation.
·Offering strategic advice on property issues to other departments.
·Valuing residential properties, including freehold reversions and the purchase of additional equity shares.
·Managing flats over shops and associated service charges.
·Assisting with property reviews and the preparation of the corporate asset management plan and property strategies for the operational estate.
Scope of Role:
·Report directly to the Head of Strategic Property.
·Manage a diverse portfolio to maximize rental income and support the council's running costs.
·Supervise consultants providing valuation and estate advice.
·Manage debt related to the commercial portfolio's income.
Essential Skills and Qualifications:
·Membership of the Royal Institution of Chartered Surveyors (RICS).
·Evidence of continuing professional development.
·At least 3 years post-qualification experience in commercial property.
·Full UK driving licence (or valid equivalent).
Desirable Skills:
·Registered Valuer status.
·Local government experience.
Competence Summary:
·Strong knowledge of valuation methods, estate management law, and commercial property management.
·Experience in acquisitions, disposals, rent reviews, and lease renewals.
·Excellent communication skills, report writing, and IT skills.
·Ability to work autonomously and as part of a team.
·Proven ability to build rapport with tenants and other professionals.
