Job description

We are working with a London local authority to appoint an experienced and committed Rough Sleeper Navigator to support their Housing Needs service. This role is pivotal in reducing rough sleeping across the borough through proactive engagement, assessment, and support.

The postholder will play a key role in identifying and supporting rough sleepers into sustainable accommodation, working collaboratively with housing, outreach and support services to deliver robust personal housing plans. This is a hybrid role requiring some office presence and outreach work across the borough.

The Role
·Provide high-quality homelessness prevention, advice, and support to rough sleepers
·Conduct housing assessments to determine statutory duties and alternative housing options
·Act as keyworker for allocated rough sleepers and support their journey through the personal housing plan process
·Liaise with housing officers, support agencies, and outreach teams to ensure coordinated care and housing access
·Make referrals to supported housing, reconnect clients to areas of local connection, and signpost to benefits and support services
·Maintain accurate casework records and prepare robust documentation including S184 decision letters
·Support clients in accessing income, welfare benefits, and medical or DWP appointments
·Contribute to performance monitoring and support multi-agency forums and service planning

Key Requirements
·In-depth knowledge of housing legislation, including Housing Act 1996 Parts VI and VII, the Homelessness Reduction Act 2017, and the Localism Act 2011
·Experience working with rough sleepers or comparable vulnerable client groups
·Strong understanding of welfare benefits, homelessness services, and housing support pathways
·Excellent communication, negotiation and case management skills
·Ability to manage a caseload and work flexibly across different locations
·Strong report writing and ICT skills; experience using housing systems desirable
·Experience advocating on behalf of clients with internal and external stakeholders
·A good standard of education and housing-related training or experience is preferred
