South west City Council is prioritizing the effective management of its property portfolio, emphasizing compliance, safety, and strategic decision-making regarding property retention and disposal. As part of a programme of estate rationalization, the council is seeking a Project Manager to lead the implementation of a technology solution that will enhance the management and efficiency of its property assets.
 
Role Overview: As the Project Manager for Property Management Technology, you will play a pivotal role in the soft-market testing, procurement, and implementation phases of selecting a technology solution to optimize our property portfolio. This role is critical to the success of the City Council's goal of implementing a 'Corporate Landlord' model and enhancing property management services.
 
Responsibilities: In the next project phase, the successful candidate will:
·Quickly understand and build on the work done so far, avoiding rework and generating forward motion.
·Familiarize themselves with the City Council's processes related to project management, requirement development, solution assessment, and procurement.
·Coordinate expert resources for designing, planning, and delivering soft-market testing, including internal procurement specialists, business analysts, and solutions architects.
·Refine functional and non-functional requirements during soft-market testing to prepare for procurement.
·Gain approval for a procurement route and plan the necessary work to select a preferred technology solution.
·Understand and manage inter-dependencies with parallel projects and workstreams within the wider program.
·Develop a business case leading to an approved implementation plan and funding.

Knowledge, Skills, and Experience: The successful candidate MUST have:
·Experience in designing, planning, and managing soft-market testing for property-related software solutions.
·Proven ability to manage the development of procurement-ready functional and non-functional requirements for property-related software solutions.
·Experience in public sector procurement.
·Work experience in a property management context.
