Interim Property Development & Regeneration Manager - Covering Secondment
Surrey
3 Months
£43-£50 per hour - INSIDE IR35
36 Hours per week
 
The post will be to work in a small team dedicated to delivering the Council's ambitious property development and regeneration aspirations.
 
By utilising the Council's own property assets, to programme manage residential & commercial development and regeneration opportunities in the Borough. Communicating effectively with local communities and key stakeholders to negotiate the optimal financial outcome for the Council.
 
Service Specific Info
-  To assist the programme management and delivery of regeneration / property development projects including housing and mixed-use schemes.
-  To lead on preparing project briefs, project management plans, business cases, objectives, vision, financial appraisal, project timelines and performance measures.
-  Ensure all aspects of development and regeneration are fully financially assessed in terms of viability, funding requirements, land assembly and acquisitions.
-  Prepare development briefs and development / contractor selection criteria, commission marketing, conduct interviewing / selection of developers / partners for delivery purposes.
 
Management Duties
·To communicate ownership of the corporate plan, vision, behaviours, corporate identity and key messages and promote effective corporate working across the organisation.
· 
·To champion and encourage corporate working as part of a one team Council approach
· 
·To manage the implementation of key corporate and service projects, achieving agreed outcomes including delivery on time and within budget.
· 
·To provide high quality and timely advice to all Members of the Council and relevant staff.
· 
·To attend and contribute as required to meetings of the Council, including Committee meetings, working groups, and outside bodies.
· 
 
 
Key Decision-Making Areas
·Programme management and delivery of residential and commercial property development opportunities in the Borough.
·Negotiation of development agreements, land ownership issues, planning agreements, Section 106 obligations and Community Infrastructure Levies.
· 
·Preparing project briefs, project management plans, business cases, objectives, vision, financial appraisal, project timelines and performance measures.
· 
·Managing project resources and capital budgets.
