Job description

We're currently recruiting a detail-driven and legally minded Housing Review Officer to support a local authority in East London. The primary focus of this assignment will be to work through a backlog of Stage 2 complaints and statutory housing reviews related to homelessness decisions, suitability of accommodation, and housing register disputes.

The Role
·Lead on reviewing Stage 2 housing complaints, ensuring responses are legally sound, customer-focused, and issued within target timeframes.
·Conduct statutory reviews under Section 202 of the Housing Act 1996 and the Homelessness Reduction Act 2017.
·Undertake Part VI reviews relating to housing register assessments and offers of accommodation.
·Investigate and respond to complex cases involving homelessness, temporary accommodation, and duty discharges.
·Draft clear, evidence-based review and complaint outcome letters that stand up to scrutiny from the Ombudsman or legal representatives.
·Liaise with Legal Services to support responses to judicial reviews, pre-action protocols, and s.204 County Court appeals.
·Contribute to internal learning and service improvement through trend analysis and knowledge-sharing.
·Engage confidently with applicants, advocates, MPs, and other stakeholders in high-profile or sensitive cases.

Key Requirements
·Strong understanding of the Housing Act 1996 (Parts VI & VII), the Homelessness Reduction Act 2017, and associated case law.
·Demonstrated experience in handling complex housing complaints and statutory reviews in a local authority setting.
·Ability to draft high-quality, legally robust complaint responses and decision letters.
·Comfortable managing a varied caseload and working to statutory and internal deadlines.
·Previous experience using systems such as Locata, Northgate, or Info@Work.
·Confident working collaboratively with internal departments, Legal Services, and external agencies.
