Project Manager - Capital Delivery
£450 per day (Umbrella) | 12-Month Initial Contract
Temporary | Full Time | Harlow
Closing Date: 10th November 2025
What will you do?
·Manage and deliver Harlow District Council's large-scale capital investment programme for social housing.
·Oversee refurbishment works to occupied council homes, ensuring projects are delivered on time, within budget, and to high-quality standards.
·Work closely with contractors and the Council's commercial team to ensure adherence to contract terms, including JCT contracts.
·Maintain strong stakeholder relationships, communicating effectively with residents, colleagues, and contractors.
·Ensure compliance with health and safety standards, technical specifications, and operational procedures.
What do you need?
To be successful in your application and at interview, you must demonstrate ALL of the following:
·UK Resident.
·Proven experience as a construction project manager, specifically delivering works to occupied residential units for local authorities or housing associations.
·Knowledge and experience working with JCT forms of contract.
·Strong technical knowledge of construction management.
·Well-developed people skills with the ability to communicate effectively with a wide variety of stakeholders.
·Public sector experience is essential; applicants who have only delivered new-build projects are not suitable.
·Ability to be on-site a minimum of 3 days per week.
