Service Lead - Development Management & Building Control
North-West
£550 per day Inside IR35
9 Month Contract - November Start
 
Do you want to work as the Lead for a planning service progressing into the next phase of their improvement programme?
 
The Role
·Establishing a strategic planning function to engage early with projects and developers, working closely with regeneration and urban design disciplines
·Reviewing and improving the use of a Pre-Planning Application process including active promotion of this approach
·Managing the Council's new strategic planning committee and working with Members to engage early in regeneration projects
·Designing and implementing modern, paperless processes across the Planning function, in conjunction with a project to replace the IT system (procured and now in implementation)
·Developing a customer and performance focused culture across the team
·In light of the "Planning For The Future" White Paper the Council will consider the scope and shape of the planning service we require, and would want the post holder to play a significant role in its design.
·This role will be part of a friendly and creative leadership team in the Regeneration and Place Directorate and represents an opportunity to play a key role in shaping one of the largest regeneration programmes in the UK.
·The post holder will work remotely under current Covid-19 arrangements and this will be reviewed early in 2021 as part of the Council's response plan.
·Manage the day to day operation of the Development Management and Building Control functions to ensure they provide high quality, customer-focused services.
·Ensure both services have comprehensive performance management and continuous improvement frameworks, including complaints resolution, and that they inform communication about the service to colleagues, Members and the public.
·Lead the Development Management improvement programme elements outlined above, in order to create a Development Management Service able to deliver the Council's regeneration programme delivered effectively.
·To advise the Director of Regeneration and Place on risks and issues related to the Development Management improvement programme, and to work collaboratively to address them.
·Work with the Development Management team to understand workload, priorities, risks and issues in order to implement the improvements whilst maintaining effective day-to-day service operation.
·Act as lead officer engaging with the Chair of the Planning Committee and the new Strategic Planning Applications sub-committee, including provision of communication, training and development when required.
·Work collaboratively with the Local Plan and Regeneration teams to ensure that Development Management both informs and is informed by the emerging the Local Plan and is in a strong position to deliver the Council's ambitious brownfield-first regeneration programme.
·Work with the teams and HR to identify training and development requirements and source appropriate solutions, including a focus on urban design.
·Manage the service budgets including identifying opportunities for increasing income, and contributing to the development and implementation of the Council's medium term financial strategy.
The Requirements
·We are looking for someone who has significant experience of managing Development Management within a large, urban authority, with a track record of personally leading service improvement.
·Similar experience of Building Control would be welcome. The successful candidate will be confident in leading collaborative work with Members, and engaging with major landowners and developers
