Contracts Manager - Highways and Sustainable Transportation
We are seeking an experienced Contracts Manager to join the Highways and Sustainable Transportation Team at a London council. This is a pivotal role, responsible for programming and contract management of highways works, ensuring delivery on time, on budget, and to the highest standards.
You will oversee contracts worth up to £20m per annum, using the NEC Suite of Contracts and Manual Contract Documentation for Highways Works. While project managers handle day-to-day site operations, you will have overall responsibility for contract performance, compliance, and strategic oversight.
Key Responsibilities
·Lead on contract programming and management across highways and sustainable transport projects.
·Oversee procurement processes and attend contractor review meetings.
·Develop, monitor, and manage individual work programmes and master schedules.
·Ensure delivery of projects within approved budgets and timescales.
·Manage, motivate, and support a small team (up to 2 FTE technical and administrative staff, plus agency staff as required).
·Monitor contractor performance and implement quality assurance measures.
·Manage capital and revenue budgets in line with corporate and departmental guidelines.
·Build strong working relationships with contractors, consultants, elected members, and community stakeholders.
·Drive best value, efficiency, and continuous improvement in service delivery.
·Deputise for the Head of Service (Engineering) or Principal Officer when required.
·Ensure compliance with all relevant health & safety policies and legislation.
We're looking for someone with:
·Proven experience in contract management within highways, civil engineering, or a related infrastructure sector.
·Strong knowledge of the NEC Suite of Contracts.
·Budget management experience (capital and revenue programmes).
·Excellent leadership skills with the ability to motivate and develop a small team.
·Strong stakeholder management and communication skills.
·A proactive, solutions-focused approach, with a commitment to continuous improvement and best value
