Capital Delivery Project Manager
£400 per day (Umbrella, Inside IR35)
Initial 6-month contract
Brentwood-based | Hybrid (2-3 days per week on-site)
Full-time | Temporary
Brentwood Borough and Rochford District Councils' are looking for a Capital Delivery Project Manager to take the lead on a wide range of construction and maintenance projects across both councils.
This is a hands-on delivery role, perfect for someone with strong project management expertise and a background in capital works - from feasibility through to successful handover. You'll work closely with contractors, internal stakeholders, and the Corporate Manager - Assets and Regeneration to ensure projects are delivered on time, on budget, and to specification.
Key Responsibilities:
·Lead on feasibility studies and business case development for capital projects
·Commission, procure and manage construction and maintenance works
·Act as day-to-day liaison between contractors and council teams
·Ensure works are delivered in line with project outcomes and H&S standards
·Monitor and report on budgets (projects totalling £5m-£10m combined)
·Oversee both major and minor capital programmes from concept to completion
What You'll Need:
·UK Resident
·Minimum 3 years' experience delivering capital projects within the public sector
·Strong knowledge of construction delivery, procurement, and contractor management
·Technical background with the ability to write specifications and project briefs
·Experience managing budgets, conducting feasibility studies, and reporting progress
·Confident conducting site visits and engaging with delivery partners
·Relevant project management qualifications or training highly desirable
