Quantity Surveyor - Highways
 
A fantastic opportunity has arisen in the Bedfordshire area for an experienced client-side Quantity Surveyor to work on a long-term contract basis, supporting a bust local authority with the management of their major highway's projects.
 
As the successful candidate you will report to the Commercial Manager and be responsible for the setting of target costs, management of monthly applications for payment, and for the provision of advice to the team on wider commercial issues.
 
Key responsibilities:
 
·To work collaboratively with the Provider to agree Target Costs for schemes
·To administer the commercial aspects of the Highway Term Services Contract and other highway contractual arrangements such as the Eastern Highways Alliance framework
·To advise on procurement strategy for works
·To comply with the requirements of the contracts in terms of communication responses, valuations, administration and the like
·To value and agree costs of early warnings, compensation events, risks and extensions of time to cost, pain/gain and to keep colleagues informed of the outcomes.
·To provide cash flow forecasts and reporting on schemes and programmes of work
·To negotiate and agree additional schedule of rates items as required
·To work with the Finance Officer in the examination and approval of the Provider's monthly payment process with regard to highways maintenance and advise on forecasts and the percentage completion of design and works activities.
·To determine the viability of and agree the savings from value engineering proposals
·To agree final accounts for schemes and task orders
·To visit sites as required for measurement and site inspections
·Coach and mentor team members in relation to procurement and contract management
·To deputise for the Team Leader as appropriate.
·To develop and manage programmes of audit which include finance, highway design and construction, and health, safety and environment.
