Quantity Surveyor- Highways
Location: Hemel Hemstead
Job Type: Full-time / Permanent
Reports To: Senior Quantity Surveyor or Commercial Manager
Job Summary:
We are seeking an experienced and commercially focused Quantity Surveyor to support the delivery of a Highways Term Maintenance Contract. The successful candidate will be responsible for the commercial management of a portfolio of maintenance works, including reactive, planned, and emergency schemes. You will ensure contractual compliance, accurate financial reporting, and effective cost control in collaboration with operational teams and the client.
Key Responsibilities:
·Manage and administer the commercial aspects of the highways maintenance contract, ensuring compliance with NEC or other relevant forms of contract.
·Prepare, submit, and agree applications for payment, valuations, and final accounts.
·Assess and value variations, compensation events, and early warnings in line with contractual procedures.
·Support the pricing and commercial input into maintenance schemes and reactive works.
·Maintain accurate and auditable records of work done and associated costs.
·Collaborate with operational teams to ensure cost-effective delivery of maintenance activities.
·Monitor subcontractor performance, manage payments, and ensure timely processing of invoices and applications.
·Assist in preparing monthly cost/value reconciliations and commercial forecasts.
·Provide commercial advice to the operational team and participate in progress meetings.
·Identify risks and opportunities within the contract and propose mitigation strategies.
Qualifications and Experience:
·Degree or equivalent qualification in Quantity Surveying, Commercial Management, or a related field.
·Minimum 3 years' experience as a Quantity Surveyor, ideally within highways maintenance or civil engineering.
·Strong understanding of highways term maintenance contracts and frameworks.
·Experience working with NEC3/NEC4 contracts is essential.
·Excellent analytical, negotiation, and communication skills.
·Proficient in Microsoft Excel and relevant commercial software (e.g., CEMAR, Causeway, COINS).
·Full UK driving licence (if site visits are required).
Desirable:
·Member of RICS, CIOB, or other relevant professional body (or working toward chartership).
·Familiarity with public sector contracts and working in partnership with local authorities.
·Experience with Schedule of Rates (SoR) and Target Cost contracts.
