Project Engineer - Highways

To provide the technical service required to improve and maintain the public highway. This includes highways design, construction supervision and budget managements for Local Transport Infrastructure.
 
Your responsibilities:
 
·To investigate and design highway work in accordance with appropriate design standards.
·To assist with the delivery of  Local Transport Plan, S106 and major infrastructure schemes and high public focus and act as the NEC3 Project Manager/Site Supervisor
·To help prepare contracts and implement highway work in order to maintain the highway to a safe acceptable standard with regard to current legislation and public safety. Including Health & Safety and Construction Design Management 2015 regulations.
·To supervise construction operations on site as required and maintain accurate contractual records and to represent "the Project Manager/Site Supervisor" in meetings and through correspondence with contractors.
·To advise on the evaluation of compensation events in accordance with the terms of the contract.
·To operate systems for payment, invoicing and financial monitoring and to recommend for payment, reporting budget discrepancies to the Senior Project Engineer.
·To produce highway assessment data and assist in the analysis and formulation of works programmes.
·To represent the Council positively at meetings when required and to network with other agencies, departments or bodies to ensure that the appropriate information is exchanged and quality services are provided.
·To ensure that the Council's values are incorporated into the design and delivery of the Departments Services.
·To give advice and to ensure there is adequate information generally available relating to highway schemes and to liaise with Councillors, the public and Statutory Undertakers and other interested parties.
·To research and prepare written reports, making recommendations on technical and financial matters.
·To advise and participate in training and job development programmes
·To work within and actively promote the Council's Equalities Policy and employment protection in relation to staff development and management, service delivery and provision
·To be part of the Council's Emergency Plan and provide emergency response to incidents as required.
 
What you will need to succeed:
 
·Experience in highways design
·Experience of managing and working within a budget.
·Experience to use AutoCAD 2D
·Experience of the preparation of clear, concise and easy to read technical drawings.
·Experience of preparing bill of quantities for highways works
·Experience of NEC3 contract administration and management.
·Experience of preparing clear and  concise reports
·Experience of direct contact with elected member and the general public.
·Experience of attending public meetings.
·Ability to mentor junior members
