Job description

Carrington West are assisting their local authority client based in Devon in their search for a Planning Officer to join their Development Management team on a 6-month Fixed-Term-Contract.
The role will be to assist in the delivery of the Council's Development Management Service through the management of development including the processing of planning and other applications and in the general support to the Development Manager and Assistant Development Manager in achieving the priorities and objectives of the Council.
 
As is the new normal, this role will be fully remote working apart from site visits.
 
Core accountabilities:
 
1.Under the direction of more senior staff, to deal with consultations and applications for planning permission, advertisement consent, Listed Building consent, consent to fell trees etc., including site inspections, negotiations with applicants/agents, consultations with appropriate officers, departments, organizations, consultations and individuals and formulating recommendations for consideration by Committee or through delegated powers.
 
2.The duties shall include the following:
 
·Determine the need for planning permission
·Provide pre-application advice
·Write reports for committee and the Head of Planning Services
·Assist the team in formulating recommendations on applications
·Deal with discharge of conditions
·Erect site notices when required and carry out detailed site inspections
·Assist Senior Officers in the discharge of their functions
 
3.Providing advice and guidance to the general public and professional agents and applicants on planning matters.
 
4.Assisting with the preparation of the Local Planning Authority's case in connection with Appeals against the decisions of the Local Planning Authority.
 
5.Assist when required in investigating breaches or alleged breaches of planning control.
 
6.Contribute to the performance of the Team by participating positively in your annual appraisal, service planning and the team meeting process.
 
7.Support the Development Manager and the Assistant Development Manager in making sure the Development Management team offers a customer focused service and strives to be innovative in its search for continuous improvement.
 
8.Provide research support and advice to members on the Development Management, Executive Board, Overview Committees and Task and Finish Forum as required.
 
9.Support the co-ordination of the research and consultation work of all the Council's services to ensure a corporate approach.
 
10.Give support to all directorates in their use of quality management tools, research techniques and application for quality awards.
 
11.Develop and maintain PC based databases as required.
 
12.Support the Council's approach to equalities and diversity ensuring that our services and policies identify, address and promote the needs of our diverse community.  This includes the need for safety of children and other vulnerable people.
 
13.Take personal responsibility for the relevant aspects of the Council's Health and Safety Policy.
 
Planning Officer Salary Banding: £26,539 - £28,922 (Pro rata) - Flexi time offered - 37 Hours per week.
