Highways Supervisor- S38
 
I am recruiting for a Highways Supervisor-S38 experience based in Leeds.
 
The Highways Supervisor-S38 will be responsible for the monitoring and supervision of highways structures and other civil engineering works carried out by Developers under Section 38 (Highways Act) Agreement, and other highway contracts.
 
The Highways Supervisor-S38 will
 
·Liaise directly with Developers and Contractors to prioritise workload, plan travel and site inspections to cover all S38 sites throughout the city.
·Ensure all construction works and applicable site-safety management standards are being undertaken in accordance with the relevant Regulations and Specifications / Drawings agreed for each site.
·Identify on-site construction, geotechnical and structural problems, and liaise with the appropriate parties to recommend suitable appropriate changes to the works.
·Ensure that an appropriately high standard of workmanship is maintained and that any materials used are of sufficient quality.
·Document a comprehensive daily works diary and applicable scheme site file.
·Assess works for, and process, bond reductions.
·Confirm that works are completed to a satisfactory standard and prepare Provisional and Final certificates on behalf of the City Council.
 
Skills, knowledge & experience of the Highways Supervisor-S38:
 
·Applying extensive knowledge of building defects / construction techniques.
·Actively identifying problems and suggesting solutions.
·Listening actively, asking questions, clarifying points and understanding.
·Developing and contributing to partnerships involving various stakeholders to achieve positive outcomes.
·Promoting a professional image and dealing positively and objectively with confrontational situations.
·Having good organisational skills and capable of achieving agreed deadlines and targets whilst maintaining quality.
·Working in a team and/or alone as required.
·Persuading encouraging or requiring developers and contractors to amend their works to comply
·Having knowledge of the Specification for Highway Works and of the Health and Safety at Work Act 1974, plus knowledge of Chapter 8 of the Traffic Signs Manual.
·Having appropriate level of experience working on highway construction projects.
·Having experience in the use of computers including Word and Excel
·Understanding of employees' responsibility for health and safety.
