Job description

My client is currently looking to recruit an Operations Manager for their Development Control team.
 
The joint venture's service exists to provide high quality and cost-effective highways and transportation management solutions, which are of real benefit to residents, businesses, and visitors of the London Borough. The Service encompasses three integrated teams i.e. Asset Management; Traffic Management & Compliance; and Performance, Programme, and Innovation. The teams are underpinned by robust Business Support Functions to ensure the right decision at the right time.
 
The Operations Manager (Development Control) is responsible for the overall delivery of all highways and development control management, acting as statutory consultee for all planning applications with a transport impact, authorising and monitoring highway works including pre-planning advice, construction management plans, travel plans, planning applications, legal agreements through to highways adoption. Responsible for the growth of the service including identification and securing of sustainable third-party income through an integrated 'one stop shop' highways development management approach.
 
As a Senior Manager you are an integral part of the Service Senior Management Team, the "Team" and as such will be expected to work collaboratively and supportively across the Team, supporting and enabling the delivery of Service Excellence. You will be expected, through the Team, to have oversight of all areas of the Service and be able and willing to support the Team during periods of high demand to ensure that the Service delivers against set objectives. Y

You will be the technical lead on highways development control activities and planning stakeholder relationship management. Responsible for all highway's development control management activities and growth and income targets including the identification and securing of third-party income. You will own the highways development control policies and procedures and relationship with planning services.


Key Responsibilities
 
·Overall responsibility for the service provided by the Development Control team and their performance and relationships.
·To work with the Strategic Service Director and the Service Management Team in the delivery of an excellent customer focused service.
·To manage and monitor performance including trends and forecasts and where required implement appropriate corrective actions to ensure the service delivers against performance targets.
·To ensure the most efficient and effective deployment and management of resources within the allocated responsibilities.
·Lead, motivate, train and develop the teams and individual staff to maintain an effective workforce capable of producing agreed and measurable outcomes for the service.
·Review and advise on potential structural, system and process changes that optimise working practices and teams and individual staff career development, continually improving the effectiveness and efficiency of the organisation.
·To ensure that the team and individual staff deliver the services in accordance with prescribed policy and in consultation with stakeholders and the community.
·To develop and maintain, through frequent review, strategies and policies required for the service in accordance with statutory requirements and best practical highways and environmental options, ensuring contractual and Governmental targets are met.
·To be the lead office with respect to the delivery of key projects and programmes at a local, regional and national level e.g. traffic management, highways asset management, sustainable travel and parking, compliance and enforcement and development control.
·To provide technical and strategic advice on service delivery matters to the Strategic Service Director, Operations Director, Re Management Team, Commissioning Client, other Commissioning Directorates and Council Elected Members as appropriate.
·To always ensure that the Council and Re's contractual and statutory obligations are effectively complied with through inspection, investigations and enforcement in accordance the related legislation, codes of practice and other regulatory instruments.
·Ensure appropriate professional representation for the Service, Re and the Council at meetings, forums and Committees. For example, Council Committees, Residents Forums, internal partnerships (Council and Re), external partnerships and other representative forums.
·Prepare, monitor and deliver a three-year rolling service plan for the relevant service areas (aligned to Re and the Council's budget setting) that incorporates the contractual and statutory service objectives, Re and Council priorities and the principles of continuous improvement.
·Forecast, monitor and control allocated budgets ensuring the achievement of agreed work programmes in compliance with Re and the Council's financial budget framework, financial forecasts, financial regulations and local, regional and national strategic actions including compliance with good procurement practices and associated legal requirements.
·Ensure the services are delivered with "the Way We Work" contributing to Re and the Council's wider objectives, responding to customers' needs and, through regular review, achieving continuous improvement.
·Develop and maintain effective communication and consultation procedures to ensure the views of the commissioning client and the community are fully incorporated in all services.
·To be a member of the Re Business Continuity and Planning Team and to respond to emergency situations / exercises as appropriate.
·To ensure that statistical information is provided in accordance with the requirements of the audit commission, CIPFA and other government and regional bodies in line with continuous improvement principles.
·To ensure contracts are prepared in accordance with current legislation, best practice and audit requirements and provide a value for money solution to Re and the Council.
·To be aware of and understand Council policies in relation to finance, value for money, procurement, staffing, IT, property, sustainability, risk, equality and diversity and corporate parenting.
·Ensure compliance with all Health & Safety legislation and associated codes of practice, Re and Council policies.
·To ensure that all contractual commitments are delivered with due regard to authority and compliance the Service has in place clear Schemes of Delegation. You will be expected to comply with the Scheme of Delegation in relation to the delivery of Services within your Sphere of Influence.

Essential Experience
 
·You must be qualified to degree level or equivalent with a professional qualification and membership of a professional institute relevant to any of the specialist areas, with a minimum of 5 years Post-Graduate Experience
·5+ years' experience in a senior highways managerial position
·Significant experience in Highways Legislation and Highways Enforcement
·Experience with quality control procedures and performance management
·Experience in programme and project management
·Experience in financial and cost management including meeting growth targets
·Profound knowledge of the planning process from a highways design engineering perspective
·Significant experience in customer and stakeholder relationship management
·Good working knowledge of highways design principles and standard details
·Detailed understanding of the design process and interface with multiple disciplines
·Experienced in the use of bespoke and standard forms of contract including NEC term maintenance.
·Good working knowledge of Microsoft Office Suite, Teams, SharePoint, Project and AutoCAD
·Full driving licence or the ability to travel around the borough on a daily basis
