Highway Asset Manager - Long-Term Contract
Looking for your next strategic leadership role in Highways? Carrington West are recruiting for a Senior Highway Asset Manager on a long-term contract basis in Swindon.
The Role
This is a key leadership position managing a team of 14 multi-disciplinary professionals. You'll oversee the delivery of capital and revenue programmes while embedding best practice, innovation, and data-led decision making.
You will take overall responsibility for the development, implementation, and management of highway asset management strategies, policies, and plans. Your focus will be on using robust data, lifecycle modelling, and deterioration forecasting to maintain and invest in assets based on need, risk, and value.
You'll also act as a senior technical adviser on infrastructure matters and represent the organisation at regional and national levels.
Teams You Will Lead
The successful candidate will lead a multi-disciplinary team covering the full spectrum of highway infrastructure, including:
·Carriageways and Footways
·Structures and Bridges
·Street Lighting and Traffic Signals
·Drainage and Flood Risk Management
·Public Rights of Way
·Highway Records and Compliance
·Surface-Level Car Parks
·Lead Local Flood Authority (LLFA) Function
·Reservoir and Landfill Compliance

Key Responsibilities
·Develop and manage the organisation's long-term highway asset management strategy
·Lead the planning and delivery of lifecycle and investment programmes
·Lead the use and development of the Highway Infrastructure Asset Management System (IAMS)
·Manage asset condition surveys, valuations, and performance monitoring
·Prepare funding bids (e.g. Challenge Fund, Incentive Fund) and support successful submissions
·Develop business cases and lead capital programme planning (~£4m/year)
·Ensure compliance with statutory duties and national guidance including HMEP and the Well-Managed Highway Infrastructure Code of Practice
·Build strong relationships with internal and external stakeholders including elected members, government bodies, and strategic regional alliances
What You'll Need to Succeed
·Degree in Civil Engineering or a related discipline
·Chartered or Incorporated Engineer (e.g. ICE, CIHT, or similar)
·IAM Diploma or equivalent (preferred)
·Proven leadership experience in highway asset management
·Strong understanding of lifecycle planning, deterioration modelling, and asset valuation
·Proficiency with asset management systems (e.g. WDM or equivalent)
·Sound knowledge of CDM regulations, highway legislation, and national codes of practice
·Excellent communication and stakeholder management skills
