Job description

Carrington West are assisting their local authority client in the search for a Developer Contributions Officer, to join their Economic Developments Team in the Town Planning Department on an initial 3 month rolling contract - 'Fully Remote basis'

The main purpose of the role is to deal with maintaining and developing a strong network of libraries across the county. The successful Developer Contributions Officer, will help to shape the councils approach and lead their responses to the applications submitted to the local planning authorities.
 

Job function:
 
·To work with the council's services, particularly the library service, to understand the infrastructure requirements to support the housing and commercial growth of the council and ensure that the justification for the infrastructure/service is robust
 
·To draft council responses to local planning authorities on impact of developments on infrastructure and service delivery
 
·To lead preparations for defending the infrastructure requests at appeals, enquiries and hearings
 
·Contribute to the development of the  Council's emerging Local Developer Guide with particular emphasis on libraries
 
·Ensure that the infrastructure and service requirements, land and funding are considered when considering major planning applications
 
·To provide expert advice to officers and members of the Council on infrastructure matters
 
·To ensure that the infrastructure and service requirements are considered by the local planning authorities in considering major planning applications.
 
·To determine the infrastructure implications of planned growth
 

The ideal candidate would have:

·Experience of local infrastructure planning and delivery through multi agency working, and/or in planning policy and Local Plan preparation
 
·Experience of Section 106 and Community Infrastructure Levy CIL as funding mechanisms for infrastructure delivery
 
·To understand progress, critical timescales, resource implications, issues and risks and update the strategic sites programme accordingly
 

The council are looking for candidates who will be able to hit the ground running and are offering the role on a 'Fully Remote' basis.
