Role: Cost & Carbon Estimator
Location: Exeter / Home Based
Duration: 12 months +
Rate: £50 - £60 per hour - Umbrella
IR35 Status: Inside
Hours: 37.5 per week
Start date: 1st October
 
My client is looking for a Cost and Carbon Estimator to work within their Commercial and Portfolio Assurance team.  Their role is key to ensuring that Delivery Hubs are provided with the necessary cost and carbon intelligence, estimation and assurance service.  
 
The role can be home based however travel to clients office and to site may be required.
 
Responsibilities include:
·Producing estimates of project cost and carbon from pre-SOC to FBC.  Using both Environment Agency proprietary tools such as the Project Cost Tool (PCT) and Eric whole life carbon planning tool, with the future expectation to utilise the Cost and Carbon Tool. Bottom up build ups will also be required through the use of Excel and CSF cost intelligence.
·Interrogating and assuring Client Value for Money.
·Support a Client set target cost approach.
·Understanding and communicating the impact of carbon in relation to cost estimates produced.
·Providing ad-hoc advice and support to project teams on how to reduce cost and carbon on their projects.
·Acting as a risk facilitator to compile risk registers and valuing risks using Monte-Carlo analysis and other approaches.
·Collecting and compiling actual cost data into the correct format and uploading it to the PCT database.
·Utilisation of the Central Estimating team to provide benchmarks and/or estimates
·Compliance with the Client Estimating Guidance.
·Peer review of CCE estimates.
·Aligned to the Client's Delivery Hubs, each CCE will work  across and within each hub to support the wider service and will be a identified as a key contact for delivery teams, acting as the local cost and carbon forecasting expert; maintaining an awareness of local project progress and upcoming workload, reporting on estimates and work completed.
 
Skills and Experience:
·ACostE Accredited
·Experience of Cost and Carbon estimation for both PSC and ECC contracts
·Experience estimating in a relevant field e.g. civils, flood risk management, waterways, MEICA.
·Experience of setting target costs for PSC and ECC contracts
·Experience or training in carbon management e.g. IEMA Certified Carbon Management Course
·Excellent Excel, finance and commercial skills
·Good project management and personal time management skills
·Familiarity with standard forms of construction contracts (NEC3 and 4) and the infrastructure and construction industry
·Combination of professionalism in dealing with stakeholders and assertiveness in representing the Client's interests in Value for Money and Client set target costs
·Familiarity with the drivers for aligning cost, carbon and efficiency and the commercial advantages to doing so
·Experience of working in a commercial environment would be advantageous
