Role: Construction Assurance Engineer
Location: Reading or London - potential to be home based
Duration: 6 - 12 months
IR35 : Inside

My client, a leading water authority are on the search for an experienced Construction Assurance Engineer to join their large, and complex projects across their territory.
 
You will be ensuring that the companies contractors are delivering the required assets to the time, quality and cost expected of them.
Involved during the design, construction, commissioning and defects rectification period of the project: Ensuring buildability, efficient and effective delivery whilst safeguarding the site, compliance and process., regulatory and statutory requirements while maximising benefits to Thames Water.
You will be overseeing all construction activities on your projects from conception to completion monitoring compliance with our asset standards, safety, environmental and quality standards and with wider regulations.
 
Responsibilities include:
·Promote the Thames Water Three Zeros culture, monitoring contractor health and safety performance. Monitor and audit contractor Health and Safety performance against their Business Management System, contractual and statutory obligations. Identify deficiencies; escalate and work with the contractor to improve.
·Support the wellbeing of team members and colleagues.
·Monitor contractor compliance with environmental requirements in asset design and delivery, monitoring delivery performance and working with contractors to address issues and improve.
·Ensure compliance with current CDM regulations.
·Engage with Asset Management and Operations; identifying synergies and using lessons learned from previous projects to agree the most effective solutions.
·Support the assessment and appointment of contractors.
·Ensure project objectives are clear and agreed by all stakeholders.
·Support contractor and Operations liaison during the design process, promoting innovation, best practice, and compliance with quality standards; planning for system integration, operability and maintainability.
·Support key design reviews (Solutions review / Challenge Workshop, HAZOP, HAZCOM, SWIFT.
·Coach contractors/team members new to TW and/or the AMP7 delivery
·Support construction team to innovate on site, assist with the resolution of constructability issues
·Assure built product's compliance with TW standards, challenge and explore learning to improve TW's end product
·Raise technical queries based on the constructed product
·Up to date awareness of project risks and aim to minimised/target savings
·Identify new risks and issues; reporting to key stakeholders; working with stakeholders to resolve.
·Chair project meetings delegated by the Project Manager where appropriate
·Verify the Preconstruction checklist is adequately developed to ensure 'start on site' milestones are met
·Verify project plans (Project Delivery Plan, Commissioning Plan, test plans).
·Liaise with Operations and contractors to approve passing through key milestones (Start on Site, Construction Completion (start of commissioning), start of Take Over procedures).
·Assess and report project progress, acting to rectify issues and escalating where necessary.
·Team up with Asset Integrators to monitor and review component (FAT / SAT) testing and commissioning, ensuring all commissioning activities defined in the commissioning plan are satisfactorily completed.
·Audit contractor compliance with site procedures, following up and ensuring corrective actions are closed out.
·Manage identification and resolution of snags prior to commencement of Take Over procedures. 
·Assist with the completion of complex snagging/outstanding work issues
·Assist with the correction of complex issues, provide access to construction records
·Person Specification
 
Skills and Experience:
·HNC or above in an appropriate engineering subject or significant experience in similar role
·NEBOSH General or Construction Certificate or SMSTS
·Knowledge and understanding of processes used in Water / Waste Water / Networks as appropriate.
·Understanding of the development of design, construction and operation of infrastructure and non-infrastructure projects.
·Understanding of delivery Forms of Contract (desirable)
