Senior Project Manager (Construction) - Children's Placement Sufficiency Project
Bristol
£545 per day (Umbrella)
6 month contract
 
 
 South West based Council is embarking on an important initiative, the Children's Placement Sufficiency Project, aiming to provide more residential places for children in need across the city. This includes those with complex care needs, those leaving care or hospital settings, unaccompanied asylum seekers, and children requiring emergency accommodation and assessment.
To meet these needs, we have identified opportunities, including converting properties into Children's Homes, developing emergency accommodation accessible 24/7, and creating additional capacity through construction projects. We seek a Senior Project Manager with experience in property evaluation and development to lead this critical phase.
 
 In the next project phase, the successful candidate will:


·Lead the evaluation of available options, bringing together necessary resources.
·Develop business cases for viable proposals and navigate them through council decision-making processes.
·Establish and maintain project governance, including reporting to the project board.
·Manage project controls using our project management software.
·Report progress to the Director of Children and Education Transformation.


Knowledge, Skills, and Experience: 


·Development and management of construction projects.
·Significant experience in options appraisal and business case development.
·Familiarity with public sector procurement, including tender and contract preparation, and securing Social Value outcomes.
·Budget control expertise, including forecasting, monitoring, and financial target achievement.
·Knowledge of construction contracts (NEC and JCT) and Professional Service Contracts.
·Experience in securing statutory, regulatory, and third-party approvals.
·Understanding of health and safety laws and responsibilities in a construction setting, including compliance with CDM Regulations 2015.
·Flexibility for travel within Bristol as required to support project outcomes.
