What does the Service do?
Re is a Joint Venture between the London Borough of Barnet and Capita delivering Highways, Planning and Regulatory services on behalf of the Borough. The Re Highways Service exists to provide high quality and cost-effective highways and transportation management solutions, which are of real benefit to residents, businesses and visitors of the London Borough of Barnet, both now and into the future.
The Service encompasses three integrated teams i.e. Asset Management; Traffic Management & Compliance; and Performance, Programme and Innovation. The teams are underpinned by robust Business Support Functions to ensure the right decision at the right time.
The Service has in place clear performance and improvement mechanisms to ensure that every team understands and delivers against their roles and responsibilities in relation to 'The Way We Work', the transformation programme the service has commenced in relation to driving continuous improvement across everything we do. This approach enables all activities to be undertaken in an integrated and focused way delivering the Service vision, objectives and outcomes in an accurate and timely fashion, ensuring Service Excellence at every point of customer contact.   
What is the Purpose of This Role?
Working within the Asset Management Team, this role provides a fast paced and challenging workload. This team delivers an Asset Management Programme to the carriageway and footway network, drainage systems, bridge structures and road markings, this includes the innovative Network Recovery Programme (NRP), with the aim of improving the condition of the Boroughs highways infrastructure. Working on behalf of the Council, the team are responsible for identifying, scheduling and overseeing all planned maintenance of the Borough's highways in relation to the carriageway and footway network, drainage systems, bridge structures and road markings. The team works closely with customers and stakeholders in order to ensure all involved parties' interests are met in line with Council policy. The post holder will be responsible for the effective supervision of a portfolio of projects within the Asset Management Programme, including the NRP, and be responsible for overseeing these projects from inception to successful completion handover, to ensure the projects are completed to programme, to standard and to budget.
The role may require occasional out of normal hours working to facilitate the successful delivery of the programme.
What Makes This Role Unique?
You will be the go-to technical representative of the service for a portfolio of allocated projects, providing initial cost estimates, work scheduling, assessment, compliance including health and safety and final completion in line with the contract, policy and standing orders. You will be responsible for effective customer and stakeholder engagement and awareness, providing customer service excellence at all times.
Key Responsibilities
·To coordinate and supervise projects and to assist in obtaining the necessary technical, administrative, and financial approvals in the preparation, supervision and administration of the highway's contracts.
·To prepare estimates and lead on the supervision and administration of contracts and to ensure compliance with contract conditions, contract specifications, financial regulations, standing orders, policy documents and the relevant legislation.
·To ensure that the contractors are delivering quality services in compliance with specifications, through maintaining adequate site inspection records to address non-compliance issues and resulting remedial actions.
·To liaise with the Traffic and Compliance team to ensure the effective coordination of road space to deliver the scheme to programme, to standard and to budget.
·To liaise with, where appropriate, other agencies and bodies and internal departments, to ensure the site works are coordinated and projects are delivered to programme, to standard and to budget.
·To carry out condition surveys and site surveys as directed and to undertake the preparation of reports with associated recommendations.
·To liaise and deal courteously and in line with policy with all enquiries from elected Members, members of the public, and stakeholders to deliver service excellence, including the preparation of high quality, factual, letters, technical reports and other documents as required.
·To maintain technical and resource records and undertake research and technical investigations as directed.
·To deliver, at all times, a professional technical service aligned to "the Way We Work" contributing to Re and the Council's wider objectives, responding to customers' needs and the principles of continuous improvement.  
·To attend internal and external meetings and represent the service at public and other meetings as directed, maintaining service excellence and customer care at all times.
·To take ownership of personal training and development needs, completing all specified training to standard and to time, and keep up to date with latest industry developments.
·To assist in the preparation of estimates, the supervision and administration of Contracts and to control any resources allocated ensuring compliance with financial regulations, standing orders and the relevant legislation.
·To assist with the maintenance of the Highways programme databases to control programme, income and expenditure, utilising provided technology to a high standard of professionalism.
·To ensure compliance with all Health & Safety legislation and associated codes of practice, Re and Council policies.
·To carry out all duties with due regard to the Re's Customer Care, Equalities, Information Governance, Data Protection, GDPR, Financial Regulations and Health and Safety policies and procedures.
·To undertake any other duties which may reasonably be regarded as within the nature of the duties and responsibilities / grade of the post as defined, subject to the proviso that normally any changes shall be incorporated into the job description documentation.

As the go-to technical supervisor for a portfolio of allocated projects you will be responsible for how the service is viewed by stakeholders through the delivery of these projects. You will have responsibility for ensuring value for money right first-time delivery of the projects and the effective day to day issue resolution to ensure the programme remains on target and the schemes are completed to programme, to standard and to budget. You will work collaboratively within and external to your team, including ensuring client, member, customer and stakeholder relationships are maintained. Essential Experience
·One year relevant professional work experience in Civil Engineering, Building Services Engineering, Transportation or equivalent
·BTEC Level 3 Diploma in Civil Engineering, Building Services Engineering, Transportation or equivalent
·General knowledge of highways and transport policies and associated working knowledge of legislation
·Experience of surveying and project cost calculation
·Demonstrable customer care skills
·Good written and verbal communication skills
