Team Leader - Highways Projects Delivery
 (3-year fixed term contract)
 
The successful candidate will be responsible for the Management of a Capital Delivery Team comprising Senior Engineers, Project Officers/Engineers, and technicians.
 
The Team leader will handle the day-to-day management leadership of the traffic projects design team including staff management, work flow management and resource planning.  
 
Responsibilities:
·This person will also ensure that traffic engineering designs are within budget, on schedule
and conformance with the appropriate standards, specifications, and applicable regulatory requirements.
·To plan, create and manage traffic engineering designs that are safe, functional, technically accurate and provide value for money.
·To deputise for the Head of Traffic & Capital Delivery, when required.
 
 
Key Accountabilities:
 
·To work effectively to deliver corporate objectives through the work of the department.
·To work as part of multi-disciplinary project teams to break down departmental barriers and ensure the delivery of transformational projects.
·To work with the Head of Service to ensure services are integrated at the point of delivery and at the strategic planning level.
·To promote a philosophy of putting service user needs first at every opportunity and to put in place management arrangements that work to action this.
·To work with key stakeholders in improving service quality and promoting creative and innovative ways of tackling local problems, ensuring services are developed which meet the needs of our community and are accessible to all users.
·To oppose and where possible eradicate all forms of discrimination, making a positive contribution to managing diversity, both as an employer and service provider.
·To raise performance by contributing to a culture of continuous improvement.
·To promote a positive image of the Council and represent the Council as may be required.
·To provide professional advice to Councillors and other officers on relevant areas of service delivery, ensuring compliance with the Council's standing orders.
·To take active steps to contribute to the achievement of all the Council's priorities.
·To participate in the Council's emergency planning and responses to emergency situations when required to do so.
 
Functional
 
·To lead on the development, implementation and monitoring of traffic and transport related infrastructure projects.
·To specifically ensure the council fulfils all duties required under the GLA Act (1999) in the further development, monitoring and implementation of the Local Implementation Plan for Transport (2019-2041).
·To liaise as necessary with TfL and GLA to ensure all duties, including monitoring and reporting on financial spend, are discharged competently and in a timely manner.
·The post holder will be directly managing a Capital Works Delivery Team.
·To lead in preparing advice to senior managers and Councillors relating to matters within the team's remit.
·To draft reports, correspondence and handle telephone enquiries for the team, and to prepare reports for CLT, Area Forums, Cabinet and Council as appropriate.
·To actively develop effective partnerships with internal departments, notably Development Management, Planning Policy and external bodies such as TfL, GLA etc in order to ensure the objectives of the team are progressed.
·To represent the team and the Council as necessary at meetings of external bodies such as the GLA, TfL, LGA etc, and to undertake site visits as necessary.
·To maintain a good overall understanding of good engineering practices in design of traffic projects especially in urban environments and to seek and exploit opportunities for continuing professional development.
·To lead in project management, scheme development and budget control matters as required in relation to the remit of the post.
·To manage the effective implementation of traffic projects and programmes that fall within the section's remit.
·The postholder is responsible for direct budget management as devolved to him by the Head of Service estimated to be c£500,000 - £2m.
·Postholder is responsible for reporting and monitoring spend across the TfL and Council Capital funded programme under his team.
