Job description

Are you an experienced Asset Manager with experience working with Commercial Property in a Local Authority setting?
 
If so, a fantastic opportunity has arisen for an Interim Strategic Asset Manager to join the Property Division of a Local Authority in London.
 
What will you do?
Reporting to the Director of Property, you will be responsible for the Asset Management Strategies for the council's Commercial Property Portfolio.
 
Responsibilities
·Propose and review medium- and long-term asset management strategies for the council's commercial property portfolio.
·Acting as the internal client representative, oversee and liaise with the council's property services team, to ensure strategies are reflected in annual asset management plans.
·Propose and maintain the council's commercial leasing policies e.g. rent concessions for community assets, improving the retail mix in town centres (enabling local businesses and facilitating public health improvements), and aligning block expiry dates for future development.
·Monitor and report portfolio-level performance against strategic KPI's and policy objectives.
·Lead reviews of council owned under-used land and buildings to identify opportunities for future development and/or sale.
·Instruct the council's property services team on the negotiation of marriage transactions and opportunistic disposals.
·Negotiate and agree settlements with external stakeholders for the use of council property assets, e.g. GLA and TfL, in connection with regeneration and other projects.
·Manage negotiations to set up and monitor joint venture and development agreements with private sector development partners.
·Instruct and liaise with external valuers and other specialists to ensure compliance with the council's statutory obligations in connection with asset disposals.
·Lead and/or contribute to strategic reviews of council assets suitable for large scale regeneration opportunities, as part of a team with investment, finance, and regeneration colleagues.
·Provide support to the Council's finance team with commissioning asset valuations for accounting purposes and resolving questions that arise during the valuation process.
·Prepare reports to support property proposals and strategies, including Key Officer, Corporate Management Team and Cabinet decisions. This includes managing contributions from legal, finance and other colleagues across the council.
·Monitor progress against approved recommendations and ensure delivery and completion against agreed objectives.
 
What are the benefits?
·A rolling 3 month contract.
·Daily pay of £350 via umbrella, inside IR35.
·35 hours per week.
 
What will you need?
·MRICs accreditation is essential for this position.
·Experience of working in a Local Authority setting.
