Job description
Senior Transport Engineer
The Senior Transport Engineer will join a team responsible for commenting on planning applications for medium and large-scale development proposals.
The key duties of the role
·Review and make recommendations on pre-application inquiries and formal planning applications, ensuring highway considerations are addressed for residential and industrial estates.
·Negotiate with developers, agents, or local planning authorities to resolve highway-related concerns pertaining to proposed developments.
·Advise and negotiate agreements under sections 38, 106, 278, and 116 of relevant acts, ensuring compliance with standards and best practices.
·Manage a team to deliver timely responses to planning authorities regarding highway comments on planning applications.
·Collaborate with the Transport Strategy Technical Team to ensure compliance with agreed layouts and standards.
Specialist Knowledge, Skills, and Experience
Essential:
·High-level understanding of all aspects of highway design, construction, and relevant sections of the Highways Act.
·Detailed knowledge of section 38 and 278 agreement processes.
·Significant experience in interpreting complex transport assessments and providing responses to developers/consultants.
·Ability to represent the team in meetings with internal and external organizations, offering expert advice in challenging circumstances.
·Excellent comprehension of relevant Health and Safety legislation and codes applicable to highway works.
·Problem-solving skills relevant to the area of work.
·Understanding of highway maintenance and safety.
·Prior experience applying creative thought to problem-solving.
·Capability to manage own work and that of others to meet shared objectives.
·Proficient in producing high-quality written documents in Word, setting up and maintaining complex spreadsheets in Excel, and adept in using email and MS Teams.
·High-level understanding of the legal and procedural context relevant to the work undertaken.
·Deep understanding of relevant Council and Transport Strategy policies and objectives such as the Local Transport Plan (LTP).
·Capability to evaluate and develop practices within the section.
·Ability to contribute positively to cross-divisional working groups for the development of improved policies or practices.
·Excellent project management skills.
·Desirable:
·Qualification in management and leadership.
·Experience in managing budgets within the range of £100k to £2m.
·An excellent understanding of strategic transport and development planning from a highway authority perspective.
