Job description

This is a fantastic opportunity for an experience Senior Highway Engineer to join our client in their Dunstable office. The individual will coordinate the delivery of highway design projects, monitoring delivery to time and cost whilst mentoring junior members of staff.
 
What will be involved in the role:
 
- Assist the Team Leader by forming an integral part in leading the team, deputising as required.
- Provide clear and robust leadership to ensure that staff are clear of their direction, motivated and that productivity is maximised.
- Manage the delivery of the local programme of works within the team ensuring that it is delivered to budget, to agreed timescales and to the right quality.
- Provide technical direction for staff dealing with all aspects of the highway service.
- Manage the feasibility, design, tendering and construction of the local programme of works.
- Ensure strong budgetary control and financial management is undertaken throughout areas of responsibility.
- Undertake the development and review of policies, plans, procedures and practices as required.
- Prepare reports for projects as required
- Attend Council committee meetings to provide support as required.
- Provide timely and accurate advice to County Councillors, District Members, Parish Councils and the general public on all highway-related matters as required.
- Manage and promote Health and Safety, Environmental Management System, Quality Management System and Construction
- Understands the overall functions, aims and directions of the business, and how these fit into those objectives.
- Ensure all designs, drawings are delivered in line with the agreed programme and costs.
- Adhere to corporate processes, policies and procedures ensuring consistency throughout the development of designs and drawings.
- To promote and value our culture of continual improvement while complying with our Business Management System policies and procedures.
- Required to be mobile throughout operational area.
 
What skills, experience and qualifications you will need:
 
Skills:
- Good written and verbal communications and interpersonal skills (including report writing).
- Ability to prioritise own work to support business priorities.
- Ability to build and maintain effective working relationships with key people both internally and externally.
- Conversant with Microsoft applications - Word, Excel, Access and PowerPoint.
- Able to work as part of a team or individually to deliver projects.
- Good AutoCAD Skills.
 
Qualifications:
- Degree, or equivalent high-level qualification, or significant experience in highways
- Membership or working toward membership of a relevant Professional Institution.
- Evidence of continuous professional development.
 
Experience:
- Experience of management of staff including performance management.
- Demonstrable knowledge of national guidance, legislation and regulations relating to design and implementation of highway schemes. In particular, expertise in the Highway Act 1980 and current CDM is required.
- Knowledge of, and experience in, managing the design and implementation of highway schemes including statutory processes involved with these activities
- Knowledge and application of budgetary management and control measures
- Knowledge of a wide range of relevant engineering or service techniques and procedures.
- Dealing with members of the public.
- Demonstrable awareness of environmental aspects and impacts and waste management.
- Appropriate knowledge and understanding of Health & Safety legislation.
- Desirable - experience in the use of AutoCAD.
- Desirable - experience in the Use of key Lines, Key post & Key Sign
- An understanding of the NEC3 form of contract and its application within Highways Works is desirable.
