Job description

Carrington West are pleased to offer a fantastic role with on the Isle of Man. The role is for a Senior Highway Development Control Engineer within an established Highways team.
 
Your primary role in this post will be to provide specialist technical support to the Department and Government on the traffic, transport and road safety impacts of new and future developments.
 
You will represent Highway Services and the Department of Infrastructure in a range of settings, forums, committees, working groups and events. It is expected that you will be a committed ambassador of the Department and the work that it seeks to achieve by fostering an effective working relationship with other Departments and agencies of Isle of Man Government.
 
You will also be responsible for preparing and presenting advice on the possible implications of transport developments at Planning Committee, Public Inquiries and other associated public meetings.
 
What you will be doing:
As a Senior Highway Development Control Engineer you will:
·Manage the analysis and assessment of the transportation infrastructure and highway safety impacts of applications made under the Town and Country Planning Act 1999.
·Analyse and assess the impacts of planning applications on the transport infrastructure in liaison with developers and other relevant parties.
·Provide professional advice and guidance to Department on the transport implications of planning applications.
·Prepare and present advice on transport implications of developments at Planning Committee, Public Inquiries and other associated public meetings.
·Research and develop highway development policy.
·Develop transport and traffic modelling policy.
·Manage, monitor and co-ordinate the implementation of developer funded highway schemes.
·Advise, recommend and inform a range stakeholders on the design of highway transport planning, regulation of highway development and on highway development policy
·Ensure that a strategy is developed and implemented which improves public, business community, and Government Department awareness of, and promotes public engagement in highway matters.
·Set targets and performance indicators and ensure monitoring systems established to deliver the required management information/data.
·Undertake research and analysis of the policies from evidence collected by other stakeholders/professional bodies/research publications/UK and European Governments
·Assimilate data and evidence to make sense of complex or conflicting data and different perspectives at Departmental level - spatial plan.
·Identify key issues and possible impacts to the Department - Changes in planning policy
·Identify feasible options to achieve the Divisional/Departmental vision and operational plans - development of Manual for Manx Roads
·Engage stakeholders to seek views on preferred options.
·Decide Department's response to Spatial plans and planning applications made under Town and Country Planning Act 1999
·Enter into Highway Act s109A and s75 agreements with Developers when required.
·Responsible for the commissioning of traffic modelling programme and acceptance of traffic models
·Manage approximately £250,000 worth of S109 bonds.
