Post Title: Repairs Surveyor
Department: Housing Repairs
Division/Section: Direct Works - Responsive and Planned Repairs and Voids
Location: Various Locations within Bury
Hours: 3 month rolling- 37 hours per week
Grade: £250p/d Inside IR35
Reports To: Contract and Repairs Managers
Special Conditions: Must hold a full UK driving license and have access to a vehicle
Job Purpose
To deliver comprehensive in-house technical surveying and inspection services across Bury Council's housing stock and public buildings. This includes carrying out inspections and specifying remedial works for responsive and planned repairs, void reinstatement, disrepair, damp, and capital investment programmes.
The postholder will ensure properties are well-maintained, safe, and habitable by providing professional technical advice, effective property solutions, and support across multiple departments.
Key Responsibilities
·Undertake pre-, during-, and post-inspections, as well as quality assurance checks on a wide range of repair and maintenance works, including general repairs, void properties, damp and disrepair, and capital projects.
·Diagnose property faults and defects and specify cost-effective, safe, and appropriate remedial works.
·Conduct detailed building surveys in line with HHSRS, the Decent Homes Standard, the Council's void standard, and investment programme specifications.
·Prepare technical specifications and work schedules for domestic and public building works.
·Ensure all health and safety legislation, CDM regulations, risk assessments, and site safety procedures are followed by all contractors and internal teams.
·Work collaboratively with internal departments and external contractors to plan, coordinate and deliver repair and refurbishment works.
·Monitor contractor performance and escalate issues of non-compliance or quality concerns to the Repairs or Contracts Manager.
·Provide accurate and timely technical, budgetary, and project planning advice to support efficient service delivery.
·Support internal teams including Assets, Repairs, Capital Investment, and Neighbourhoods, offering guidance to ensure homes and public buildings remain safe and compliant.
·Deputise for the Repairs or Contracts Manager during periods of absence, ensuring service continuity and effective communication with trade teams, supervisors, and partner departments.
·Monitor and contribute to the control of property-related budgets, ensuring value for money and appropriate allocation of resources.

Essential

RICS-accredited degree or equivalent

RICS Assessment of Professional Competence (APC)

Minimum 5 years' experience surveying domestic properties and diagnosing faults

Experience working with a social housing provider
✔
Experience surveying public/non-domestic buildings
✔
Knowledge of and experience in managing contractors

Budget management and project delivery experience
✔
Understanding of planned maintenance and capital investment processes
✔
Experience managing or participating in building projects
✔
Ability to work accurately under pressure and meet deadlines

Strong communication skills, able to explain complex information to different audiences

Strong understanding of building construction and maintenance processes

Experience in a large or public sector organisation

Experience prioritising property-related expenditure

Proficient in Microsoft Office applications (Word, Excel, etc.)

Additional Information
This role requires frequent travel to sites across the borough. A full driving licence and access to a vehicle are essential.
