Role: Project Engineering Manager (design / pre-construction)
Location: North West - Anyhwere within United Utilities locations
Duration: 6-9 months
Pay: £45-£50 per hour (inside of IR35)
Flexible working: Home based role with 1-2 site visits per week.
 
My client is seeking an experience pre-construction project engineering manager to join them during the AMP cycle in the North West.
 
My client have mentioned they would ideally be looking for candidates with water / waste water experience and ideally within the United Utilities framework, however they would be also keen on speaking with candidate who have transferable skills in a similar capacity from another sector. The key requirements here are the pre-consturction / early design experience in large infrastructure projects and understanding of NEC contracts from a managerial perspective.
 
The Project Engineering Manager is the individual with responsibility for managing projects from  the IAP phase through to the end of the Concept  phase on behalf of the Capital Programme  Manager, then supporting  the Supply Chain Manager and Project Construction Manager in delivery of the project, throughout the remaining phases.
 
During the IAP and Concept phase the PEM is responsible for all the day to day project management and engineering activity whereas during the remaining phases the PEM supports the procurement and construction activities (primarily from a technical perspective)
Key Dimensions:
Indirect Reports will typically include Project Coordinators, Project Controllers, Engineers, (10 -20 direct report depending on size and complexity of projects)
·Typically £15M - £30M turnover / annum
·Individual Project values will range from ·Number of concurrent projects will typically range from 2- 10 depending on size and Complexity
 
The PEM's functional manager is the Engineering Service Managers (ESM). On a day to day basis the PEM will typically report to a Capital Programme Manager (CPM) to whom he / she is responsible to for delivering projects.  In addition to this the PEM may also undertake projects to support wider Wholesale business activity.
 
3. Knowledge, Skills and Experience

·Degree level and professionally qualified (e.g. CEng, MICE or MCIWEM) or equivalent professional competence.
·Member of Association for Project Management (MAPM) or equivalent professional competence
·Hold the APMP qualification (or willing to complete within an agreed timeframe).
·Minimum 5 years track record of delivering projects throughout the project life cycle.
·Flexible leadership style to suit different situations.

·Able to prioritise tasks & finite resources to deliver business targets / objectives.

·The PEM will be the primary project interface with the internal clients and as such the post holders will need strong customer management capability.

·Compliance with corporate governance - Business case approvals / forecasting accuracy.
·Delivering projects to schedule and within budget.
·Ensuring effective internal / external stakeholder management. (e.g. Sponsors, Operations, Finance, Customers, Public)
·Contract management - negotiating and agreeing commercially with Consultants / Contractors / Partners.
Planning and Organising:-
·Resource planning (allocation, scheduling, levelling, smoothing): 6 -12 months.
·Negotiate with functional managers for resources as required.
·Arrange and chair core team meetings.
·Prepare & submit Business Cases for approval, post project reviews / post investment appraisals.
·Carry out project reviews / produce monthly reports (CPMS) on schedule, budgets, H&S, quality.
·Manage project risk, changes and escalate issues.
·Prepare & maintain Project Management Plans for projects
Decision Making:-
·Monitor & review projects to ensure compliance with corporate governance.
·Issue Management - Escalate issues to be resolved by others relating to impact on scope, schedule, budget, H&S, quality.
·Manage business risk, making recommendations for the optimum intervention, balancing totex against compliance and other business risks (BRAP process)
·Prepare & submit project approval submissions and ensure compliance with corporate governance.
Contract administration within delegated powers.
