Salary - £55,000 - £61,500 per annum

As the Programme & Planning manager you will be based out of the the South Essex office, responsible for the performance management of the Hub, with oversight of Scheduling, Contract Performance and Communications & Communities.
Managing sub-contractors as well as submitting & uploading plans via the MSP & Excel will from a big part of the role, it will therefore suit and experienced programmer and planner with a natural ability to communicate at all levels whilst demonstrating a flair for IT.
 
The role involves ensuring contract compliance, business efficiency and delivery of quality performance improvements across the RIS London Central Contract.
The role will lead in the development of the Contractor's Plan and assist in the monthly business review process with extensive interaction with managers and team leaders across the service.
The role will require excellent communication and administration skills, and commercial, financial and risk management acumen.
The post holder will require good negotiation skills and also be able to question and challenge managers and team leaders to extract relevant and accurate information on current and projected performance.
 


Duties & responsibilities:
 
·To submit and upload plans via MSP and Excel
·Liaise and manage sub contractors
·Lead and coordinate the development, management and delivery of the Contractor's Plan
·Monitor and report the delivery of cross cutting business plans and programmes that are accurate and supportive of the business objectives and annual business plan
·Responsible for contract performance, reporting and quality requirements across the contract.
·Responsible for the collection, analysis, monitoring and reporting of financial, programme and performance information across the contract on a daily, weekly and monthly basis.
·Responsible for monitoring, reporting and escalating key risk across contract
·Reports on business status and acts as subject matter expert to staff, client and other stakeholders.
·Responsible for developing appropriate templates and procedures for drafting and approving the business reports on status and progress to the Management Team and Client teams
·Ensuring monitoring and reporting compliance with contractual, legal, quality and Business Management Systems performance.
·Responsible for negotiating revised annual performance indicators and targets with clients
·To ensure effective management of our Clients networks through the Hub, meeting all response timescales and providing support to the Operations Team in the event of severe incidents.
·To develop, implement & monitor processes and procedures that achieve client and business key performance indicators, ensuring that reporting of such is robust and visible
·To ensure works are planned and permitted in accordance with our Clients Permit Scheme, with particular emphasis on management and reduction of FPNs.
·To support the schemes and operations management teams to plan and deliver the annual works programme as well as ensuring visibility for programmes on a daily, weekly, monthly and yearly basis as appropriate
·To develop and implement robust communication processes, ensuring bulletins are captured and reported increasing the image and branding within the industry.

 
Person Specification Core Competencies:
 
·Programme Management course or time served experience
·HNC Civil Engineering or equivalent preferable
·Has ability to prioritise in a logical, cost effective sequence the different facets of the work. Ensure that the resources are available to complete the work in an efficient and timely manner
·Use of knowledge, technology and resources to support the delivery of the service to the clients (internal and external). Takes the time to develop opportunities to pass on the specific knowledge to others to the benefit of the department or organisation.
 


Experience:
 
·Experience of planning works within a rural and urban environment
·A detailed knowledge of the Traffic Management Act and the application of Permit Schemes.
·Ability to lead an Asset Management Team, with full understanding of requirements of Highway Inspections and GIS Updates, including working knowledge of the Well Maintained Highways Code of Practice.
·Proven experience in managing contract compliance, including management of KPIs
·An understanding of the NEC3 form of contract and its application within Highways
·Proven and effective team leader, with experience in managing multiple disciplines
 
 
Salary on offer is in the region of £55,000 - £61,500 per annum.
