Job description

Carrington West are assisting their London based local authority client in the search for a Senior Planning Policy Officer to join their Spatial Planning team on a contract basis for a 9 month contract.


The role will require you to keep the councils planning policies and guidance up to date by planning and leading projects. This will include researching and writing policy, leading consultation and engagement exercises; and taking those projects through to external examination where necessary. You will need to implement and deliver policies and guidance in practice, including running projects, preparing appeal statements, appearing at public inquiries and answering enquiries from a number of customers in relation to planning matters.


The successful candidate will have to complete the following duties:


·Lead on the development of particular Local Plan policy topics through all stages of policy development, based upon appropriate evidence, involving stakeholders and the public and taking draft policy through formal adoption processes, including preparing for Key Decisions and Examinations in Public as necessary.
·Lead on developing Supplementary Planning Documents and other planning and design guidance, taking documents through all stages of process from initial engagement to adoption.  
·Leading projects and instructing others to deliver local plan objectives, in relation to a topic or a spatial area.
·Maintaining a broad knowledge of the policy issues in the borough/London and developing specialist knowledge
·Providing guidance and support for communities considering or preparing neighbourhood plans.
·To take a leading role in the administration of CIL and s106 ensuring that corporate priorities are fully reflected as part of this and active involvement in the administration of Neighbourhood CIL (NCIL).  
·Organising and facilitating at public events as part of community engagement.
·Providing policy observations on applications for planning permission, advice to other Council departments, and working on corporate projects as required, including the Infrastructure Delivery Plan.
·Carrying out site visits, researching, assessing and making recommendations on nominations for Assets of Community Value, providing advice as necessary
·Preparing statements and other materials for appeals and prosecutions
·Providing assistance in the training or supervision of junior members in the team.


The council are looking for candidates who will be able to hit the ground running and are offering flexible working hours.
It would be beneficial to hold a RTPI accredited Planning Degree or equivalent Planning qualification and/or have considerable experience in a similar position; and also hold a licentiate membership of the Royal Town Planning Institute (or equivalent)
 
Carrington West Pay Rate - £45 per/hour (DOE) Inside IR35
