Planning Service Review Lead
Contract until January 2023
Rate negotiable - Inside IR35
 
This Cheshire-based authority are looking to procure an Interim until January 2023 to assist with Deep Dive work with regards to the service review.
 
Assignment would be 4-5 days per week, with office presence ideally at least once per week. You will be reporting directly to the Executive Director of Place.
 
You will: 
·Oversee and facilitate Service Review Team meetings
·Monitor performance against delivery of the Stage 1 Service Improvement Plan
·Facilitate workshops relating to Stage 1 Service Review, namely A) Improvements to Planning Application Validation Process, to include set up of a 'fast track' validation process B) Revised processes and procedures for Officer site visits C) Set up customer engagement / triage team together with systems and processes D) Establish a Planning Stakeholders Forum  
·Review the outcome of the stage 1 report relating to reduction of the planning backlogs - DM / enforcement / TPO's and recommend any additional actions to help reduce backlogs in these areas
·Liaise with relevant personnel in order to secure the necessary information needed to inform the review of service areas
·Undertake a full review of the following service areas, provide an overview of current arrangements and provide recommendations for improvement -
§Planning Obligations CIL and S106  - work alongside internal audit to undertake this part of the review
§IT Systems Project - project scoped and due to be implemented Autumn 2022 - review progress to-date and any improvements needed prior to its implementation
§Building Control - analysis of service and identify any key  service delivery issues
§Local Land Searches - analysis of service and any areas for improvement, e.g. digitalisation Land Registry
§TPO's - analysis of service and any areas for improvement
§Staff structure, roles, Pay and Grading - make comparisons with similar sized LPA staffing structures and recommend changes to CEC staffing structure
§Income / Budgets / Value for Money - A) undertake full analysis of  budgets and service VFM  B)  Develop income strategy
§Planning Committee procedures  - support Member Advisory Group / Planning Committee Chairs to undertake comparison of other LPA's - identify opportunities for learning and best practice
 
The successful candidate needs to be a Chartered Town Planner with extensive experience of all the above service areas within a LPA setting. It is desirable to have operated at Head of Service level as a minimum and have significant experience of undertaking service reviews, service transformation and implementation of service improvements in a Local Planning Authority setting.
