Pay rate: £400-500 max
Length of assignment:6-12 months
 
Brief duties / key responsibilities:
·To manage the development and delivery of regeneration programmes and projects for the three authorities, including those funded by the Future High Streets Fund, Towns Fund, Levelling Up Fund and other externally funded programmes.
 
·To support the Head of NWEDR and the NWedR Regeneration Manager in delivering the economic development and regeneration functions across the three North Worcestershire authorities of, Bromsgrove District Council, Redditch Borough Council and Wyre Forest District Council.
 
·To manage the delivery of physical regeneration and capital development projects across North Worcestershire, as agreed with the Head of NWedR and the Regeneration Manager, within agreed timescale, scope and budget and to agreed success criteria.
 
·To lead the preparation of feasibility studies, site options appraisals and viability appraisals for potential regeneration and development sites, as agreed with the Head of NWedR and the Regeneration Manager.
 
·To manage programme/project multi-disciplinary teams (physical regeneration/built environment) and be responsible for the  successful delivery of the respective programmes/projects.
 
·To prepare, monitor and manage spend profiles/cashflows for programmes / projects and be accountable for each project's multimillion pound budget.
 
·To implement robust programme/project management processes, systems and procedures, including risk management, issue management, stakeholder management, cost control, change control, monitoring and evaluation to ensure the successful delivery of programmes/projects.
 
·To prepare and present regular progress reports to Programme / Project Boards and relevant council committees.
 
·To collect, collate and analyse all relevant project data for monitoring and evaluation purposes, as required by internal performance management departments and external funding bodies.
 
·To facilitate and assist with any internal audit or external service inspection as appropriate.
 
 
EXPERIENCE
·Relevant post qualification experience in a professional and managerial capacity relevant to the subject area
·Experience of delivering multimillion pound physical regeneration / development projects from inception to completion
·Experience of managing multimillion pound capital budgets, spend profiles / cashflows
·Experience of managing multi-disciplinary teams, including property, architecture, planning, conservation, quantity surveying, regeneration and highways
·Experience of managing external consultants (built environment disciplines), contractors and sub-contractors to deliver large, complex regeneration / capital projects
·Experience of managing multi-million pound contracts for capital projects.
·Experience of managing external grant funding processes, including monitoring and evaluation
·Experience of working with elected Members providing oral and written briefings, reports and presentations
·Experience of procuring consultants, contractors and sub-contractors (built environment)
SKILLS / ABILITIES
Programme/Project management
-Proven ability to carry out: programming; scheduling; resourcing; cashflowing; monitoring; evaluation; reporting
-Proficiency in the use of the following project management tools: Gantt charts; change control, actions log, issues log, risks log and the ability to track progress
Risk management
-Proven ability to identify, asses and manage risks in complex multi-million pound regeneration (capital) programme and projects
Stakeholder engagement
-Proven ability to carry out stakeholder mapping and designing and delivering effective engagement strategies
-Proven skills in managing competing stakeholder interests, dealing with stakeholders' and public opposition to proposed projects
-Proven ability to deal with elected members
Budgeting / financial management
-Proven ability to prepare and spend profiles / cashflows for complex multi-million-pound programmes/projects
Proven ability to monitor spend against budget, including dealing with project overruns
