Job Title: Housing Strategy & Enabling Officer
Location: Rugby (Hybrid Working)
Contract: Initial 3-Month Contract
Rate: £30 - £40 per hour
Start Date: ASAP
Are you an experienced housing professional ready to make an immediate impact? We're seeking a skilled Housing Strategy & Enabling Officer to join a proactive and supportive team in Rugby on a hybrid basis.
In this role, you'll play a key part in shaping local housing policy, enabling new affordable homes, and ensuring the council meets its housing obligations and objectives.

Key Responsibilities:
·Lead the development and monitoring of housing strategies, policies, and action plans.
·Conduct robust research and housing needs assessments to inform the Housing Strategy and Local Plan.
·Engage proactively with local communities and stakeholders to address affordable housing needs.
·Build and manage relationships with key partners including Homes England, Registered Providers, and developers.
·Negotiate affordable housing elements within planning agreements (Section 106).
·Promote and support the delivery of low-cost homeownership and other affordable housing solutions.

Requirements:
·Proven experience in housing strategy, enabling, or policy development.
·Strong understanding of UK housing, planning, and regeneration frameworks.
·Confident negotiator with experience managing partnerships and stakeholders.
·Excellent written, verbal, and IT skills.
·Able to hit the ground running and deliver results in a fast-paced environment.
