Job description
We're recruiting an experienced Housing Strategy Lead to join a housing team driving the delivery of key strategic housing priorities. This is an excellent opportunity for a professional with strong knowledge of housing policy, strategy development, and partnership working to make a direct impact on shaping future housing delivery and outcomes across the borough.
You'll play a leading role in developing and implementing housing strategy, overseeing programmes that address housing supply, affordability, homelessness prevention, and regeneration. Working collaboratively across departments and with external stakeholders, you'll provide expert advice, data-led insight, and leadership on housing policy to support the council's wider strategic objectives.
The role will require the successful candidate to attend the council offices as required for key meetings and partnership engagement.
The Role
·Lead on the development, review, and implementation of the council's Housing Strategy, ensuring alignment with corporate objectives and national policy.
·Provide strategic leadership on housing supply, affordability, homelessness, private rented sector reform, and regeneration priorities.
·Work collaboratively with internal departments, registered providers, developers, and key stakeholders to deliver housing projects and strategic initiatives.
·Analyse housing market data and trends to inform policy decisions and support evidence-based planning.
·Draft and present strategic reports, briefings, and policy recommendations to senior management, members, and external partners.
·Monitor and report on delivery against key housing objectives, ensuring compliance with statutory and regulatory frameworks.
·Contribute to the development of related strategies including homelessness, housing growth, and affordable housing delivery.
·Support bids for external funding and manage relationships with regional and national housing agencies.
·Represent the council at external meetings, forums, and partnership boards to promote collaboration and strategic alignment.
·Provide leadership, guidance, and technical expertise to colleagues across the housing service.
Key Requirements
·Proven experience developing and delivering housing or homelessness strategies within a local authority or similar setting.
·Strong understanding of national housing policy, legislation, and local government frameworks.
·Experience working in partnership with registered providers, developers, and government agencies.
·Excellent analytical skills with the ability to interpret complex housing data and translate it into actionable insight.
·Strong report writing, presentation, and stakeholder engagement skills.
·Experience leading or contributing to corporate projects and multi-agency initiatives.
·Strategic thinker with the ability to influence decision-making at senior levels.
·A proactive, adaptable, and solutions-focused approach to addressing complex housing challenges.
·Degree-level qualification or equivalent experience in housing, planning, or public policy.
