Job description
We are working with a local authority to appoint an experienced Housing Partnership and Policy Manager to join their Housing team on a temporary basis. This is a strategic post responsible for shaping housing policy and ensuring effective partnership oversight, with particular focus on the Council's ALMO. You will lead on the development of the Council's Housing Strategy and other key housing-related strategies and policies, collaborating with internal teams, residents, and external stakeholders to co-design innovative and impactful solutions.
In this high-profile position, you'll also manage the ongoing relationship with the Council's Arm's Length Management Organisation (ALMO), ensuring performance, governance and compliance are in line with regulatory standards and that tenant satisfaction remains a priority.
This is a unique opportunity to play a key role in enhancing housing outcomes for communities while contributing to the strategic management of council-owned housing stock.
Key Responsibilities
·Provide strategic direction across all community housing functions.
·Lead the development and implementation of homelessness prevention strategies.
·Oversee performance, financial management, and quality assurance across all services.
·Develop and maintain strong partnerships with internal teams, elected members, and external organisations.
·Commission and deliver services that meet the needs of vulnerable residents and reflect corporate priorities.
·Promote innovation and transformation through smarter working and digital solutions.
·Ensure compliance with legal and regulatory requirements, including safeguarding responsibilities.
·Lead and develop a high-performing, inclusive workforce.
About You
·Educated to degree level or with extensive experience in a senior housing policy role.
·In-depth understanding of the financial and regulatory frameworks related to social housing and ALMOs.
·Proven track record in developing and implementing housing strategies and policies.
·Skilled in performance monitoring, partnership working and service improvement.
·Strong understanding of HRA Business Planning and the ability to assess business cases for housing and regeneration schemes.
·Experienced in presenting complex information clearly to elected members, stakeholders and committees.
·Able to lead negotiations on management fees, review agreements, and ensure strong compliance and governance.
·Excellent communication, influencing and analytical skills with the ability to work collaboratively with multiple internal and external stakeholders.
·Politically astute and able to navigate complex stakeholder relationships while managing competing priorities.
