Job description

This is an exciting opportunity for a Project Engineers to join our client in Buckinghamshire in their Network Improvement Team.
 
This work will include major schemes, safety improvements, Intelligent Traffic Systems, parking, traffic calming, footways, cycleways, pedestrian crossings, drainage, safety barriers, highway signs, road markings, road studs and Traffic Regulation Orders.
 
As Project Engineer you will be required to develop, plan, design and manage the delivery of maintenance/improvement projects to meet organisational and customer /stakeholder requirements, working in conjunction with other teams and team members. You will be responsible for ensuring that projects are developed and delivered on time, at the required quality and to budget, together with delivery of the communication and consultation requirements of the scheme.
 
RESPONSIBILITIES
·To work with team members to deliver capital funded maintenance and improvement projects through inception, feasibility, design, consultation and construction stages.
 
·To co-ordinate and integrate resources to deliver a project or programme, utilising internal staff, shareholder resources, external consultants and contractors as required.
 
·To engage with key stakeholders in the development, design and implementation of projects or programmes of work.
 
·To establish and maintain effective relationships with key stakeholders, internal staff, shareholder resources, suppliers and supply chain partners and work with them to establish new and improved ways of working ensuring that value for money is delivered.
 
·To work with Local Area Technicians (LATs) and Area Managers to ensure all works take account of their local knowledge and they are fully informed with regard to the progress of schemes.
 
·To accurately manage the scheme budgets, including applications, invoicing, time management etc. and providing financial information as requested.
 
·To assist in the submission of Target Costs and Project Implementation Documents.
 
·Responsible for preparation of detailed design, feasibility studies, scheme reports, contract data and site specific information on a variety of projects as instructed by the Project Manager.
 
·Ensure that all scheme designs comply with appropriate specifications.
 
·Ensure that all relevant programmes are accurately prepared, maintained and updated in good time.
 
·Ensure all necessary quality management and health and safety documentation is prepared and adhered to, including compliance with CDM requirements.
 
·Have responsibility for ensuring supply chain partners deliver to agreed standards.
 
·Ensure that construction works are managed and administered in accordance with current policies.
 
·Undertake appropriate inspections and record keeping in order to verify compliance.
 
·Ensure the appropriate certificates are prepared and completed for each activity associated with the annual programme of works.
 
·Ensure that the identification and rectification of defects are proactively managed within the agreed defects correction periods.
 
·Ensure that information is provided to enable CRN's, corporate complaints and VIP responses to be closed out within BCC's contractual response timescales.
 
·Work closely with the Commercial Team to review and authorise monthly applications from supply chain partners.
 
·Assist with the preparation of monthly finance and output reports and updates to the risk register and performance indicator data.
 
·Preparation for and attendance at the monthly TOM meetings to present the monthly performance, financial status and programme update.
 
·When required attend and participate at Local Area Forum, Parish Council and other stakeholder meetings.
 
·Undertake monthly OLAS training modules and toolbox talks and Site Safety Tours as appropriate.
 
SKILLS AND EXPERIENCE
·HNC educated or equivalent experience.
 
·Experienced project engineer with a good understanding of design and construction.
 
·Excellent written and verbal communication skills.
 
·Excellent planning and organisational skills, to manage a range of complex activities and to achieve given targets and objectives.
 
·Excellent time management skills to manage a complex workload prioritise and set deadlines and cope with changing demands.
 
·Expert knowledge and understanding of the systems, policies, procedures, professional guidelines, legislation, best practice and emerging developments within the scope of the service area.
 
·Budget and contract management experience.
 
·Full driving licence.
