Job description

Highway Data Officer - Highway Data Team
 
 Key accountabilities:
·As Staffordshire's Street Custodians, manage the maintenance of the local street gazetteer for the National Street Gazetteer (NSG) according to data entry convention and best practice documents; and the identification, planning & delivery of work required to implement national specification, national mandatory Improvement Schedules and any software changes or updates.
·Analyse and interpret a range of conflicting and incomplete historical data sources, including the examination and evaluation of deeds, contract agreements and other legal documents, to determine the legal extent of the highway, in line with statutory and legal functions, including contentious and more involved cases which may require additional liaison with other stakeholders and Legal Services.
·Careful stakeholder management using negotiation and influencing skills to ensure consistency between street and address records; obtaining the best outcome for operational teams that rely on the NSG, whilst complying with national specifications and desired outcomes of District Authorities and other internal teams.
·Continuously improve the quality of data held by the highway service regarding the NSG, highway extent and other highway asset information, in accordance with national standards.
·Support the response to enquiries relating to the functions of the team.
·Administration of financial charges, orders, invoices and receipt of payments.
 
Criteria:
·Experience in the use of computer-based systems including geographic information systems (GIS), databases and spreadsheets.
·Ability to read and interpret a range of map-based information.
·High attention to detail and effective personal organisation skills.
·Effective experience of working in a customer service and administrative environment.
·Understanding of the responsibilities of a highway authority, including its requirements relating to Highway Maintainable at Public Expense.
·Working knowledge of Microsoft O365 to include Word, Outlook, Excel, Teams and SharePoint.
·Effective written and verbal communication skills , and the ability to interact effectively with a variety of people.
·Confidence, energy and a commitment to excellence and quality.
·Ability to work accurately and achieve within timescales.
