Job description

This exciting new role will lead the Project Delivery team and manage a portfolio of projects and capital investment programmes with an annual budget of approximately £30m. The delivery programmes are focussed around developing new and refurbished operational assets and interventions to manage and treat mine water from abandoned coal and metal mines.  
 
The Project Delivery team will act as a senior supplier to both internal departments such as the Environment Strategy & Sustainability team and external partners where we deliver programmes of work for, and in collaboration with, DEFRA, the Environment Agency and Natural Resources Wales.
The role will be focussed on ensuring the team deliver the needs of the business, drive continuous improvement and efficiency in delivery and ensure the solutions meet sustainability goal of net zero carbon by 2030.
 
We are looking for an experienced leader with a background in the delivery of operational projects and programmes creating new & refurbished capital assets. Ideally you will come from a water, infrastructure or environmental protection background or have significant transferable experience.
We want someone who is focussed on continuous improvement and will drive change to create efficiencies in delivery.
 
You must be a great motivator, with the ability to develop and support a team to focus on outcomes, look for innovative solutions and deliver to an agreed programme. You must understand the importance of risk management at project, programme and portfolio level and have a good working knowledge of effective governance and controls.
 
You should have experience of managing senior internal and external stakeholders through complex and sensitive issues relating to planning, community liaison, and regulation. You should be a great communicator and collaborator with experience of working across multiple internal and external team and with external suppliers and customers.
 
Main purpose of the job
 
·To lead the Project Delivery Team to achieve the objectives of the strategy and corporate plan, including:
·Leading a team of project and programme management professionals to deliver the capital investment programmes.
·Provide oversight, governance and senior stakeholder management to ensure effective delivery of projects across multiple programmes for both internal and external clients.
·Be accountable for the delivery of the agreed programmes to the stated objectives, on time and within budget.
·Be an active member of the Operations Directorates senior leadership team assisting in the delivery of continuous improvement, performance and forward strategy across the directorate.
 
Responsibilities
·Provide senior leadership and strategic direction to the project's delivery team.
·To lead and develop the team, ensuring it has the right balance of skills and experience to deliver its objectives.  
·Manage and be accountable for the delivery of the capital investment programmes, made up of multiple projects primarily relating to the control and management of mine water.
·Undertake a senior stakeholder management role where the company is delivering capital programmes alongside partner organisations such as DEFRA, the Environment agency and Natural Resources Wales.
·Manage and have budget responsibility for a capital budget of £20 - £30M per year.
·Ensure delivery outputs and spend are accurately monitored and reported through senior stakeholders.
·Ensure all projects are delivered and managed in accordance with procedures and governance framework.
·Ensure the projects are delivered to help achieve the objectives around sustainability, a catchment based approach and delivering multiple outcomes.
·Manage internal relationships with key stakeholders such as the Environment department who will act as your internal client and end user on many projects.
·Manage key relationships within internal delivery teams such as Property, Planning, Engineering, and Procurement who will support in project delivery.
·Manage the external supply chain to ensure it supports the delivery needs of the team and the programmes.
 
 
Qualifications and Training
·Degree level qualification in engineering or related field, or extensive demonstrable experience.
·Project and programme management qualification/training
 
Experience and Knowledge
·Significant experience of project and programme delivery (10+ years) preferably in a civil engineering/infrastructure/water management environment.
·Budget management
·Experience of managing a delivery team.
·Supply chain & framework management
·Basic NEC contract management
·Working knowledge of Health, Safety and Environmental issues
·Experience of managing senior stakeholders.
